SYNOPSIS AS INTRODUCED:
 
15 ILCS 320/11.5 new

    Amends the State Library Act. Provides that the State Librarian shall create an electronic form for each public library in the State to complete and list each research database or a library media streaming database that the public library wants the State Librarian to obtain. Provides that, for each research database or library media streaming database that is requested in the forms, the State Librarian shall attempt to negotiate with the research database or library media streaming database to purchase subscriptions to the database at a price that is lower than individual public libraries could obtain. Provides that, if the State Librarian is successful in negotiating a database price that is lower than individual public libraries could obtain, the State Librarian must obtain subscriptions in a number equal to or greater than the number of public libraries that requested that particular database. Provides that the public libraries requesting the database shall pay the State Librarian the cost of the database subscription for that public library.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Library Act is amended by adding
5Section 11.5 as follows:
 
6    (15 ILCS 320/11.5 new)
7    Sec. 11.5. Database contracts.
8    (a) As used in this Section:
9    "Library media streaming database" means a database
10accessible on a computer or a mobile devise in which the user
11may access eAudiobooks, eBooks, videos, or other electronic
12material for use by library patrons.
13    "Public library" has the meaning given to that term in
14Section 15-5 of the Public Library Construction Act.
15    (b) The State Librarian shall create an electronic form
16for each public library in the State to complete and list each
17research database or a library media streaming database that
18the public library wants the State Librarian to obtain. The
19form shall include a place for the public library to include
20the most recently quoted price from the database. The forms
21shall be submitted by December 31 of each year.
22    (c) For each research database or library media streaming
23database that is requested in the forms received under

1subsection (b), the State Librarian shall attempt to negotiate
2with the research database or library media streaming database
3to purchase subscriptions to the database at a price that is
4lower than individual public libraries could obtain. If the

7the State Librarian must obtain subscriptions in a number
