AMENDMENT TO HOUSE BILL 2519

2    AMENDMENT NO. ______. Amend House Bill 2519 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Hospital Act is
5amended by adding Section 8h as follows:
 
6    (110 ILCS 330/8h new)
7    Sec. 8h. Maternal milk donation education.
8    (a) To ensure an adequate supply of pasteurized donor
9human milk for premature infants in Illinois, the University
10of Illinois Hospital shall provide information and
11instructional materials to parents of each newborn, upon
12discharge from the University of Illinois Hospital, regarding
13the option to voluntarily donate milk to non-profit milk banks
14that are accredited by the Human Milk Banking Association of
15North America or its successor organization. The materials
16shall be provided free of charge and shall include general

1information regarding non-profit milk banking practices and
2contact information for area nonprofit milk banks that are
3accredited by the Human Milk Banking Association of North
4America.
5    (b) The information and instructional materials described
6in subsection (a) may be provided electronically.
7    (c) Nothing in this Section prohibits the University of
8Illinois Hospital from obtaining free and suitable information
9on voluntary milk donation from the Human Milk Banking
10Association of North America, or its successor organization,
11or their accredited members.
 
12    Section 10. The Alternative Health Care Delivery Act is
13amended by adding Section 35.2 as follows:
 
14    (210 ILCS 3/35.2 new)
15    Sec. 35.2. Maternal milk donation education.
16    (a) To ensure an adequate supply of pasteurized donor
17human milk for premature infants in Illinois, a birth center
18with obstetrical service beds shall provide information and
19instructional materials to parents of each newborn, upon
20discharge from the birth center, regarding the option to
21voluntarily donate milk to non-profit milk banks that are
22accredited by the Human Milk Banking Association of North
23America or its successor organization. The materials shall be
24provided free of charge and shall include general information

1regarding non-profit milk banking practices and contact
2information for area nonprofit milk banks that are accredited
3by the Human Milk Banking Association of North America.
4    (b) The information and instructional materials described
5in subsection (a) may be provided electronically.
6    (c) Nothing in this Section prohibits a birth center from
7obtaining free and suitable information on voluntary milk
8donation from the Human Milk Banking Association of North
9America, or its successor organization, or its accredited
10members.
 
11    Section 15. The Hospital Licensing Act is amended by
12adding Section 11.9 as follows:
 
13    (210 ILCS 85/11.9 new)
14    Sec. 11.9. Maternal milk donation education.
15    (a) To ensure an adequate supply of pasteurized donor
16human milk for premature infants in Illinois, a hospital with
17licensed obstetric beds shall provide information and
18instructional materials to parents of each newborn, upon
19discharge from the hospital, regarding the option to
20voluntarily donate milk to non-profit milk banks that are
21accredited by the Human Milk Banking Association of North
22America or its successor organization. The materials shall be
23provided free of charge and shall include general information
24regarding non-profit milk banking practices and contact

3    (b) The information and instructional materials described

14    (a) To ensure an adequate supply of pasteurized donor
15human milk for premature infants in Illinois, a birth center
16with obstetrical service beds shall provide information and
17instructional materials to parents of each newborn, upon
18discharge from the birth center, regarding the option to
19voluntarily donate milk to non-profit milk banks that are
20accredited by the Human Milk Banking Association of North
21America or its successor organization. The materials shall be
22provided free of charge and shall include general information
