1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Hospital Act is
5amended by adding Section 8h as follows:
 
6    (110 ILCS 330/8h new)
7    Sec. 8h. Maternal milk donation education.
8    (a) To ensure an adequate supply of pasteurized donor
9human milk for premature infants in Illinois, the University
10of Illinois Hospital shall provide information and
11instructional materials to parents of each newborn, upon
12discharge from the University of Illinois Hospital, regarding
13the option to voluntarily donate milk to non-profit milk banks
14that are accredited by the Human Milk Banking Association of
15North America or its successor organization. The materials
16shall be provided free of charge and shall include general
17information regarding non-profit milk banking practices and
18contact information for area nonprofit milk banks that are
19accredited by the Human Milk Banking Association of North
20America.
21    (b) The information and instructional materials described
22in subsection (a) may be provided electronically.
23    (c) Nothing in this Section prohibits the University of

1Illinois Hospital from obtaining free and suitable information
2on voluntary milk donation from the Human Milk Banking
3Association of North America, or its successor organization,
4or their accredited members.
 
5    Section 10. The Alternative Health Care Delivery Act is
6amended by adding Section 35.2 as follows:
 
7    (210 ILCS 3/35.2 new)
8    Sec. 35.2. Maternal milk donation education.
9    (a) To ensure an adequate supply of pasteurized donor
10human milk for premature infants in Illinois, a birth center
11with obstetrical service beds shall provide information and
12instructional materials to parents of each newborn, upon
13discharge from the birth center, regarding the option to
14voluntarily donate milk to non-profit milk banks that are
15accredited by the Human Milk Banking Association of North
16America or its successor organization. The materials shall be
17provided free of charge and shall include general information
18regarding non-profit milk banking practices and contact
19information for area nonprofit milk banks that are accredited
20by the Human Milk Banking Association of North America.
21    (b) The information and instructional materials described
22in subsection (a) may be provided electronically.
23    (c) Nothing in this Section prohibits a birth center from
24obtaining free and suitable information on voluntary milk

2America, or its successor organization, or its accredited

4    Section 15. The Hospital Licensing Act is amended by
5adding Section 11.9 as follows:
 
6    (210 ILCS 85/11.9 new)
7    Sec. 11.9. Maternal milk donation education.
8    (a) To ensure an adequate supply of pasteurized donor
9human milk for premature infants in Illinois, a hospital with
10licensed obstetric beds shall provide information and
11instructional materials to parents of each newborn, upon
12discharge from the hospital, regarding the option to
13voluntarily donate milk to non-profit milk banks that are
14accredited by the Human Milk Banking Association of North
15America or its successor organization. The materials shall be
16provided free of charge and shall include general information
17regarding non-profit milk banking practices and contact
18information for area nonprofit milk banks that are accredited
19by the Human Milk Banking Association of North America.
20    (b) The information and instructional materials described
21in subsection (a) may be provided electronically.
22    (c) Nothing in this Section prohibits a hospital from

10instructional materials to parents of each newborn, upon
11discharge from the birth center, regarding the option to
