SYNOPSIS AS INTRODUCED:
 
70 ILCS 3605/54 new
30 ILCS 805/8.47 new

    Amends the Metropolitan Transit Authority Act. Provides that the Chicago Transit Authority shall, no later than July 1, 2022, establish a program, similar to the U-Pass program, for allowing persons 18 or younger to use the Authority's buses and trains for transportation to youth programs or youth services. Amends the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Metropolitan Transit Authority Act is
5amended by adding Section 54 as follows:
 
6    (70 ILCS 3605/54 new)
7    Sec. 54. Transportation for youth programs and services.
8The Authority shall, no later than July 1, 2022, establish a
9program, similar to the U-Pass program, for allowing persons
1018 or younger to use the Authority's buses and trains for
11transportation to youth programs or youth services.
 
12    Section 90. The State Mandates Act is amended by adding
13Section 8.47 as follows:
 
14    (30 ILCS 805/8.47 new)
15    Sec. 8.47. Exempt mandate. Notwithstanding Sections 6 and
168 of this Act, no reimbursement by the State is required for
17the implementation of any mandate created by this amendatory
18Act of the 103rd General Assembly.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
