SENATE RESOLUTION

 
2    WHEREAS, Senator Brian Stewart hopes that his personal
3story proves that anyone can achieve the American dream and
4that humble beginnings do not preclude success; most
5importantly, he hopes others see that with hard work,
6dedication, and integrity, anyone can create their own version
7of the American Dream here in Illinois; and
 
8    WHEREAS, Sen. Stewart has represented the residents of
9northwestern Illinois in the General Assembly with distinction
10for nearly 10 years; and
 
11    WHEREAS, Sen. Stewart has served with honor in the Senate
12since December 2018 and in the House of Representatives from
13October 2013 to December 2018; and
 
14    WHEREAS, Sen. Stewart's priorities have always been those
15of the northwestern Illinois residents he represents,
16including agriculture, business development with job creation,
17education, public safety, law enforcement, and veteran issues;
18and
 
19    WHEREAS, Sen. Stewart's primary focus has been putting
20Illinois in a regulatory and fiscal position to create quality
21jobs for working families, especially in agriculture and

1manufacturing, to help reinvigorate Illinois' ailing economy
2and to increase state revenue without raising taxes; and
 
3    WHEREAS, Sen. Stewart became a lawmaker to make the State
4of Illinois a better place to live, intent on bringing state
5government away from the marble halls of the Capitol and back
6home to the communities of northwestern Illinois; and
 
7    WHEREAS, Sen. Stewart has served as spokesperson for the
8Pensions Committee and as a member of the Agriculture, Energy
9and Public Utilities, Financial Institutions, Health Care
10Access and Availability, Judiciary, and Veterans Affairs
11Committees; and
 
12    WHEREAS, Sen. Stewart served on the Legislative Ethics
13Commission, which works with the Legislative Inspector General
14in investigating allegations of misconduct by state lawmakers
15and staff; and
 
16    WHEREAS, Born on October 25, 1957, Sen. Stewart is a
17fifth-generation native of northwest Illinois and graduated
18from Freeport public schools; and
 
19    WHEREAS, Sen. Stewart served as a military police officer
20and military police investigator in the U.S. Army; and

1    WHEREAS, Upon completion of his military service, Sen.
2Stewart returned to Freeport to serve as a deputy for the
3Stephenson County Sheriff's Office, rising to the rank of
4sergeant; during this time, he was assigned to a major case
5squad, which overlapped the nine northwestern-most counties in
6Illinois, including an area encompassing almost the entire
745th Senate District; and
 
8    WHEREAS, Sen. Stewart started a small business at his
9dining room table; his knack for business enabled him to
10retire early from law enforcement and develop his company full
11time; and
 
12    WHEREAS, Sen. Stewart started Stewart & Associates with a
13single desk and a handful of local customers, building it into
14a business that offers a wide range of services to companies in
15all 50 states, Canada, and over 80 countries around the world
16and employs almost 500 people throughout two dozen business
17units across America, with most of his business locations
18being located in Northern Illinois and centered in his
19hometown of Freeport; and
 
20    WHEREAS, In addition to his professional career, Sen.
21Stewart has served as an alderman and trustee of the Freeport
22Township; he has served as a chairman and board member of the
23Northwest Illinois Criminal Justice Commission; he has also

1been a member of the Stephenson County ETSB (911) Board, the
2Freeport Area Chamber of Commerce, and the Northwest Illinois
3Development Alliance; and
 
4    WHEREAS, Sen. Stewart has been involved in many civic
5organizations, including the United Way of Northwest Illinois
6where he served as chairman, the FHN Foundation Be Cancer Free
7Campaign, and the Stephenson County Employees–UAW Local 2261
8where he served as the charter president; and
 
9    WHEREAS, Sen. Stewart is a current member of the Freeport
10Rotary, AMVETS Post 32, and the Stephenson County Farm Bureau;
11and
 
12    WHEREAS, In Sen. Stewart's almost 10 years as a lawmaker,
13he has represented his constituents in Springfield with
14determination and class; he has earned the respect and
15admiration of his colleagues on both sides of the aisle; and
 
16    WHEREAS, Lawmakers and legislative staff alike know and
17appreciate Sen. Stewart for his warmth, kindness, wry humor,
18and quick smile; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
21Senator Brian Stewart on his retirement from the Illinois

2service, and we wish him the best in his future endeavors; and

4    RESOLVED, That a suitable copy of this resolution be
