SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Norman H. "Norm" LaConte of
4Chillicothe, who passed away on April 22, 2022; and
 
5    WHEREAS, Norm LaConte was born to Wilmer and Gladys
6(Stechman) LaConte in Roanoke on February 26, 1941; he was
7raised in Eureka; he graduated from Bradley University, where
8he studied accounting; he received his MBA from the University
9of Illinois; he served in the U.S. Air Force Reserve and the
10Illinois Air National Guard; he was previously married to
11Patricia (Finn) LaConte; and
 
12    WHEREAS, Norm LaConte began his career with the firm of
13Gauger & Diehl in Peoria, where he performed health care
14auditing and accounting; he then joined Proctor Community
15Hospital as comptroller in 1965, working to restructure the
16organization and its financial systems to accommodate the
17government's new Medicare program; he became president and CEO
18in 1979, and he served in that capacity until his retirement in
192008; during his tenure, he guided the hospital through
20various strategic reorganizations, enabling the creation of
21new entities such as the Proctor Health Care Foundation,
22Belcrest Services, Ltd., the Proctor First Care units, Proctor
23Health Systems, and Health Plus; and

1    WHEREAS, Norm LaConte served on numerous boards, including
2the Illinois Hospital Association, the Illinois Provider
3Trust, the Physicians Insurance Company, the Creve Coeur Club,
4and the Country Club of Peoria; he was a member of the Peoria
5Area Economic Development Council and was elected as a fellow
6of the American College of Health Care Executives; he was
7given Bradley University's Outstanding Accounting Alumnus
8Award in 2000; and
 
9    WHEREAS, Norm LaConte was passionate about aviation, and
10he enjoyed owning various planes, maintaining his pilot's
11license until his passing; he was also passionate about
12classic cars, especially Corvettes, and shared his car hobby
13with his daughter; he was an animal lover, growing up with
14horses and the family dog; he continued to enjoy having
15horses, dogs, and cats at his home and had a special fondness
16for Border Collies; and
 
17    WHEREAS, Norm LaConte is survived by his daughter, Lisa
18LaConte (Donald Filkins); his brothers, Jerry LaConte and
19Terry (Joan) LaConte; and their families; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
22Norman H. "Norm" LaConte and extend our sincere condolences to
