AMENDMENT TO SENATE RESOLUTION 774

2    AMENDMENT NO. ___. Amend Senate Resolution 774 by deleting
3everything after the heading and replacing it with the
4following:
 
5    "WHEREAS, All students thrive when they are taught by
6educators who are well prepared to support their academic,
7social, and emotional needs; and
 
8    WHEREAS, Research shows that teacher quality is the number
9one school-based factor impacting student achievement and that
10all teachers benefit from regular performance feedback they
11can use to improve their teaching methods; and
 
12    WHEREAS, The Performance Evaluation Reform Act (PERA),
13which put Illinois' teacher evaluation system in place, is now
14over ten years old; and

1    WHEREAS, Practice and available Illinois-based research
2indicate that teacher evaluations have significantly improved
3since the passage of PERA, facilitated more productive
4conversations between educators and evaluators, and
5strengthened feedback loops relating to instructional practice
6and student learning; and
 
7    WHEREAS, The value of joint committees to problem-solve
8and negotiate elements relating to teacher evaluation is
9clear; and
 
10    WHEREAS, The value of thoughtful evaluations also comes
11with concerns that these more substantive evaluations may be
12time-consuming; and
 
13    WHEREAS, The lack of state-level research and
14disaggregated data make it challenging to fully understand the
15impact and opportunities of evaluation elements, such as
16measuring professional practice or student growth; and
 
17    WHEREAS, Any change to PERA and our State's system of
18teacher evaluation are best addressed comprehensively, rather
19than through piecemeal legislation or changes; and
 
20    WHEREAS, PERA called for the creation of the Performance
21Evaluation Advisory Council (PEAC) to oversee implementation

1and training relating to PERA, which uniquely represents a
2variety of important stakeholders involved in PK-12 education,
3and is convened and staffed by the State Board of Education;
4and
 
5    WHEREAS, A comprehensive review of the implementation of
6PERA and the opportunity to consider whether and how
7evaluation policies might be improved would be timely and
8beneficial; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we call upon the
11Performance Evaluation Advisory Council (PEAC) to initiate and
12complete a research study performed by an educational research
13organization that is not a state agency to examine the
14implementation of teacher evaluation in Illinois, gather
15feedback from stakeholders state-wide, and review best
16practice from other states; PEAC is urged to use that research
17to inform a set of policy recommendations that would address
18any identified challenges while preserving the core benefits
19of PERA's robust evaluation system with an interim report that
20is urged to be delivered to the legislature by January 16,
212023, which includes a full timeline for report creation,
22including a plan for gathering stakeholder feedback, with a
23final report that is urged to be delivered to the legislature
24by June 30, 2024; and be it further

1    RESOLVED, That we urge the Chair of the Illinois State
2Board of Education to work with the PEAC Chair to lead this
3work; and be it further
 
4    RESOLVED, That we urge PEAC to convene and initiate
5discussion on this charge by April 30, 2022; and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7delivered to the PEAC."
