SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Charles Russell Fiser of Rock Island,
4who passed away on September 30, 2021; and
 
5    WHEREAS, Charles Fiser was born to Charles Pete Fiser and
6Dorothy (Leisure) Entwistle in Marion, Indiana on July 29,
71941; he attended Moline schools before choosing to serve his
8country in the U.S. Navy; he earned his GED later in life; he
9married Bonnie Ann Mullikin on August 22, 1964, and they
10celebrated 37 years of marriage before her passing in 2001; he
11married Donna (Shreve) Mander on May 14, 2004; and
 
12    WHEREAS, Charles Fiser began working at a young age at
13Lagomarcino's; after his service, he worked for 25 years at
14International Harvester (IH); after the closing of IH, he
15worked at the Rock Island Arsenal for 25 years; he worked
16multiple jobs throughout his life, including at Sears, as a
17Rock Island County Courthouse bailiff, and many other odd
18jobs, all to provide a great life for his family; and
 
19    WHEREAS, Charles Fiser served as a deacon and elder and
20was part of the Ministry Teams and Praise Teams at his church;
21he was deeply committed to his faith and went on a variety of
22mission trips, including two to Haiti; and

1    WHEREAS, Charles Fiser loved to travel; he was able to
2travel to Alaska, Hawaii, and Turkey while working for the
3Rock Island Arsenal; he loved his home and the weather in
4Florida where he could golf daily, go to the beach, and spend
5time with friends; he was part of a barbershop quartet and
6enjoyed many building projects; he was an avid Chicago Bears
7and Chicago Cubs fan; he loved pets, especially his beloved
8Bella; and
 
9    WHEREAS, Charles Fiser was preceded in death by his
10parents; his first wife, Bonnie; two brothers, Tom Hoffman and
11Bill Hoffman; and one sister, Margaret Kaskadden; and
 
12    WHEREAS, Charles Fiser is survived by his wife of 17
13years, Donna Mander Fiser; his two children, Chuck (Susan)
14Fiser and Ann (Gregg) Schipper; his two bonus sons, Matt
15Mander and Mark Mander; his seven grandchildren, Alec and
16Andrew Fiser, Kyle, Kelly, and Kara Schipper, and Morgan and
17Madison Mander; his two sisters, Marilyn Brown and Sharon Mee;
18and his sister-in-law, Marian Hoffman; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
21Charles Russell Fiser and extend our sincere condolences to
22his family, friends, and all who knew and loved him; and be it
