SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of LTC (RET.) Carol Beth Capan St. John,
4who passed away on January 28, 2021; and
 
5    WHEREAS, Carol St. John was born to Charles Jolly Capan
6and Patricia Fern Fisher Capan in Moline on June 28, 1955; she
7attended schools in Rock Island and graduated from Sherrard
8High School; she attended Illinois State University and later
9graduated from St. Ambrose University; she earned a master's
10degree from U.S. Army Command and General Staff College and a
11teaching certificate from Concordia University; she married
12Terry St. John; and
 
13    WHEREAS, Carol St. John joined the U.S. Army in 1982; she
14was the first female company commander at the Rock Island
15Arsenal and did tours in Germany and Kuwait and at the
16Pentagon; when she retired in 2004, she was serving as the
17first female chair of the Army ROTC Department at the
18University of Iowa; after retiring from the army, she taught
19as a senior army instructor and was part of the Junior ROTC
20programs at Davenport Central High School, Vessey Leadership
21Academy, and Bemidji High School; she also attended auctioneer
22school and was an antique appraiser; and

1    WHEREAS, Carol St. John was a member of First Lutheran
2Church in Sherrard and held a deep faith connection to Native
3Americans; and
 
4    WHEREAS, Carol St. John was a curious life-long learner, a
5critical thinker, and a compassionate woman; she had a number
6of interests, including Bob Dylan, history, painting, hunting
7for those special antiques, and bargain hunting; she enjoyed
8laughter, music, reading, nature and the great outdoors,
9feeding the birds, her dogs, the Iron Range, vanilla cake, a
10hot cup of Starbucks, a good glass of wine or beer, and, most
11of all, spending time with her sons and grandson; and
 
12    WHEREAS, Carol St. John was preceded in death by her
13parents; her grandparents; and her several aunts and uncles;
14and
 
15    WHEREAS, Carol St. John is survived by her sons, Charley
16(Holly) and Sam (Rebekah Kersey) O'Fallon; her grandson,
17Kingston; her brother, Chuck (Laurie); her sisters, Angela
18(Kevin) Piers and Mary; her nieces and nephews, Kelli Brown,
19Emily (Erik) Meutsch, Lauren (George) Wilders, and Nick, Matt,
20and Bailey Capan; her five great-nieces and great-nephews; and
21her dear friends, Modell Plummer and Karen Child Adolphson;
22therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3LTC (RET.) Carol Beth Capan St. John and extend our sincere
4condolences to her family, friends, and all who knew and loved
5her; and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Carol St. John as an expression of
8our deepest sympathy.
