SENATE JOINT RESOLUTION

 
2    WHEREAS, Article V of the United States Constitution
3requires the Congress of the United States to convene a
4constitutional convention upon the application of two-thirds
5of the several states; and
 
6    WHEREAS, The Illinois General Assembly has made
7applications to the United States Congress to call one or more
8conventions to propose amendments concerning specific subjects
9to the United States Constitution, pursuant to Article V of
10the United States Constitution; and
 
11    WHEREAS, Some of the applications on file from the
12Illinois General Assembly are from more than 100 years in the
13past, and since that time Illinois has more than doubled in
14population and our laws and resolutions should keep pace with
15progress in the State; and
 
16    WHEREAS, A constitutional convention convened by Congress
17could make sweeping changes to the United States Constitution
18and threaten the liberty of future generations of Illinoisans;
19and
 
20    WHEREAS, The Illinois General Assembly is aware that other
21state legislatures have made applications requesting that

1Congress convene a constitutional convention; and
 
2    WHEREAS, The Illinois General Assembly does not want its
3previous applications for a constitutional convention to be
4included with any unrelated applications made by other state
5legislatures for a constitutional convention; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
8REPRESENTATIVES CONCURRING HEREIN, that all resolutions,
9memorials, applications, or other enactments previously passed
10by the Illinois General Assembly, or either house thereof,
11petitioning Congress for a convention under Article V of the
12United States Constitution are rescinded, canceled, voided,
13nullified, and superseded upon passage of this resolution; and
14be it further
 
15    RESOLVED, That copies of this Joint Resolution be sent,
16within 30 days of passage, to the Clerk of the United States
17House of Representatives, the Secretary of the United States
18Senate, and each member of the Illinois Congressional
19delegation; and be it further
 
20    RESOLVED, That the members of the Illinois General
21Assembly request that this Joint Resolution be published in
22the Congressional Record and listed in the official tally of
