SYNOPSIS AS INTRODUCED:

    Amends the Firearm Concealed Carry Act. Provides that if the licensee is an Illinois resident who has moved to another state, the Illinois State Police shall issue the renewed license with the person's new address if the licensee has completed the 3 hours of training required under the Act. Provides that the renewed license shall be valid for a period of 5 years.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Firearm Concealed Carry Act is amended by
5changing Sections 50 and 55 as follows:
 
6    (430 ILCS 66/50)
7    Sec. 50. License renewal.
8    (a) This subsection (a) applies through the 180th day
9following the effective date of this amendatory Act of the
10101st General Assembly. Applications for renewal of a license
11shall be made to the Department. A license shall be renewed for
12a period of 5 years upon receipt of a completed renewal
13application, completion of 3 hours of training required under
14Section 75 of this Act, payment of the applicable renewal fee,
15and completion of an investigation under Section 35 of this
16Act. The renewal application shall contain the information
17required in Section 30 of this Act, except that the applicant
18need not resubmit a full set of fingerprints.
19    (a-5) If the licensee is an Illinois resident who has
20moved to another state, the Illinois State Police shall issue
21the renewed license with the person's new address if the
22licensee has completed the 3 hours of training required under
23Section 75 of this Act. The renewed license shall be valid for

1a period of 5 years.
2    (b) This subsection (b) applies on and after the 181st day
3following the effective date of this amendatory Act of the
4101st General Assembly. Applications for renewal of a license
5shall be made to the Department. A license shall be renewed for
6a period of 5 years from the date of expiration on the
7applicant's current license upon the receipt of a completed
8renewal application, completion of 3 hours of training
9required under Section 75 of this Act, payment of the
10applicable renewal fee, and completion of an investigation
11under Section 35 of this Act. The renewal application shall
12contain the information required in Section 30 of this Act,
13except that the applicant need not resubmit a full set of
14fingerprints.

17    Sec. 55. Change of address or name; lost, destroyed, or
18stolen licenses.
19    (a) A licensee shall notify the Department within 30 days
20of moving or changing residence or any change of name. The
21licensee shall submit the requisite fee and the Department may
22require a notarized statement that the licensee has changed
23his or her residence or his or her name, including the prior
24and current address or name and the date the applicant moved or
25changed his or her name.

1    If the licensee is an Illinois resident and moves to
2another state, the Illinois State Police shall issue the
3license with the person's new address and the license shall be
4valid for the duration of the 5-year time period.
5    (b) A licensee shall notify the Department within 10 days
6of discovering that a license has been lost, destroyed, or
7stolen. A lost, destroyed, or stolen license is invalid. To
8request a replacement license, the licensee shall submit:
9        (1) a notarized statement that the licensee no longer
10    possesses the license, and that it was lost, destroyed, or
11    stolen;
12        (2) if applicable, a copy of a police report stating
13    that the license was stolen; and
14        (3) the requisite fee.
15    (c) A violation of this Section is a petty offense with a
16fine of $150 which shall be deposited into the Mental Health
17Reporting Fund.
