1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Children's Health Insurance Program Act is
5amended by changing Section 5 as follows:
 
6    (215 ILCS 106/5)
7    Sec. 5. Legislative intent. The The General Assembly finds
8that, for the economic and social benefit of all citizens of
9the State, it is important to enable low-income children of
10this State, to the extent funding permits, to access health
11benefits coverage, especially preventive health care. The
12General Assembly recognizes that assistance to help families
13purchase health benefits for low-income children must be
14provided in a fair and equitable fashion and must treat all
15children at the same income level in a similar fashion. The
16State of Illinois should help low-income families transition
17from a health care system where government partners with
18families to provide health benefits to low-income children to
19a system where families with higher incomes eventually
20transition into private or employer based health plans. This
21Act is not intended to create an entitlement.
