HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize the late Honorable Jacob L.
4Oulanyah, the former Speaker of the 11th Parliament of Uganda,
5who passed away in March 2022; and
 
6    WHEREAS, Jacob Oulanyah made history in 2017 when he led
7the largest delegation out of Uganda at one time to attend the
8RESET America - RESET Africa conference organized by the
9Global Impact Leadership Alliance (GILA), which was founded by
10CEO Larita Rice-Barnes, Senior Pastor of Empowerment of
11Grace-USA and Empowerment of Grace-Uganda and the wife of
12Juard M. Barnes, the chief consultant for GILA and a principle
13of The Rehoboth Project; and
 
14    WHEREAS, Jacob Oulanyah was a champion of connecting
15Africa to America; he was a proud supporter of the work of
16Empowerment Of Grace and GILA, which was founded in St. Louis
17and has expanded to working in Illinois and Indiana; GILA is
18committed to meet the extensive needs of the ever-changing
19world through its resources and relationships formed on a
20global level and currently touches the four continents of
21North America, South America, Africa, and Asia; and
 
22    WHEREAS, Jacob Oulanyah was elected to the Parliament of

1Uganda to represent the people of Omoro County in the Gulu
2District of Northern Uganda; before he was elected deputy
3speaker, he practiced law under J. L. Oulanyah & Attorneys; he
4possessed specialized training in legal and legislative
5drafting and had experience in drafting laws and agreements,
6including peace agreements; he also taught legislative
7drafting and constitutional law to postgraduate law students
8at the Law Development Centre; and
 
9    WHEREAS, GILA has strategically identified key leaders
10from across the globe who are skilled in their craft and have a
11passion to lead, train, and develop other world-class leaders
12through foreign exchange and the use of its resources and
13global relationships; the organization identified the Hon.
14Oulanyah as one of those leaders; and
 
15    WHEREAS, GILA brings together heads of state, key policy
16makers, civic leaders, mayors, senators, house
17representatives, key personnel, business and organization
18owners, everyday citizens, stakeholders, and many more,
19providing a platform for cultural, education, and economic
20exchange; and
 
21    WHEREAS, GILA convened its sixth RESET America - RESET
22Africa Conference under the theme Time is Now: "Finishing What
23We Started: Securing Our Future, Establishing A Legacy" at

1Harris-Stowe State University in St. Louis, Missouri from
2November 16 to November 19, 2022; the event was hosted by
3President LaTonia Collins Smith, Ed.D., the university's 21st
4president; and
 
5    WHEREAS, GILA's sixth annual RESET America - RESET Africa
6conference included a delegation from the Parliament of
7Uganda, which was led by the Hon. Thomas Tayebwa, Deputy
8Speaker of the 11th Parliament of Uganda; and
 
9    WHEREAS, During the conference, a memorial tribute to the
10late Hon. Jacob L. Oulanyah was held; his son, the Hon. Andrew
11Oulanyah, traveled from Uganda to attend; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we recognize the late Honorable Jacob L. Oulanyah for his
15service and leadership; and be it further
 
16    RESOLVED, That we congratulate Global Impact Leadership
17Alliance (GILA) and its founder and CEO, Larita Rice-Barnes,
18for her remarkable success in organizing these global efforts,
19which will serve as a gateway for building international
20relationships and promote solidarity, economic development,
21and leadership; and be it further

1    RESOLVED, That suitable copies of this resolution be
2presented to Pastor Larita Rice-Barnes and the Hon. Andrew
3Oulanyah as an expression of our esteem and respect.
