HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Dr. Von Mansfield on the
4occasion of his retirement as superintendent of
5Homewood-Flossmoor Community High School District 233; and
 
6    WHEREAS, Dr. Mansfield was raised in Milwaukee, Wisconsin,
7where he grew up in the Westlawn Housing Projects; he
8completed high school at the University School of Milwaukee;
9he received his Bachelor of Science in Education and his
10Master of Science in Counselor Education and Counseling
11Psychology, both from the University of Wisconsin-Madison; he
12obtained his Master of Arts in Administration from Governors
13State University; he earned his doctorate in Curriculum and
14Instruction from Loyola University-Chicago; and
 
15    WHEREAS, As a young man, Dr. Mansfield was an avid
16football player; as a college senior, he was selected to play
17in the Senior Bowl; prior to beginning his career in
18education, he played professional football for five years; he
19was a fifth round draft choice by the Atlanta Falcons; the
20majority of his football career was spent playing as a
21defensive back and kick returner for the Philadelphia Eagles
22and the Green Bay Packers; and

1    WHEREAS, Dr. Mansfield currently serves as superintendent
2of Homewood-Flossmoor Community High School
3(Homewood-Flossmoor) District 233, where he oversees a diverse
4student body of nearly 3,000 students and 300 faculty and
5staff members; he has previously served as a high school
6science teacher, coach, guidance counselor, dean of students,
7assistant principal, and principal; during his tenure as
8superintendent, Homewood-Flossmoor has been recognized by the
9U.S. Department of Education as a three-time national Blue
10Ribbon Award-winning high school, ranked annually as one of
11the most challenging high schools in America by the Washington
12Post, and received an exemplary ranking for having one of the
13best AP Psychology programs in the country by the College
14Board in 2010 and 2011; under his leadership, the school
15district has maintained a balanced budget for the past 15
16years, and it currently has and maintains a bond rating of AAA
17from Standard & Poor's; and
 
18    WHEREAS, Dr. Mansfield is actively involved in the
19community and is a member of several professional
20organizations, including Phi Delta Kappa, the Association for
21Supervision and Curriculum Development, and the American
22Association of School Administrators; he currently serves as
23the vice chair of the College Board's Oak Circle Advisory
24Board and as a representative for the South Cook Region of the
25Illinois Association of School Administrators Governmental

1Relations & Advocacy Committee; and
 
2    WHEREAS, Dr. Mansfield has served in leadership roles with
3several state and nationally recognized organizations; through
4the College Board, he served as a trustee and a member of the
5Executive Committee during the 2017 to 2018 school year, and
6he chaired the Trustee Committee on Membership from 2017 to
72018; he also served on the College Board Superintendents'
8Advisory Panel and previously co-chaired the organization's
9National Forum in Miami, Florida in 2012; he has also served as
10the president of the Headmasters Association and as president
11of the Southwest Suburban Conference of school districts
12located in suburban Chicagoland; he has additionally served as
13a member of the National Commission on National Assessment of
14Educational Progress 12th Grade Assessment and Reporting and
15on the Big Ten Advisory Commission; and
 
16    WHEREAS, Dr. Mansfield has received several accolades
17during his football and professional careers; he received an
18honorable mention as a junior by the All Big Ten and was
19selected as the recipient of the Outstanding Student Athlete
20at the University of Wisconsin as a senior by the Wisconsin
21Alumni Association; he was a recipient of the Paul Harris
22Fellow Award from the Rotary Foundation of Rotary
23International and named the winner of the Dr. Charles Gavin
24Image Award for Education; as Homewood-Flossmoor principal, he

1received an Award of Excellence from the Illinois State Board
2of Education (ISBE) in 2005 and, as Homewood-Flossmoor
3superintendent, he received an ISBE Award of Meritorious
4Service in 2020; he has been recognized in publications for
5his success as an educator, including a cover story in
6Chicago's N'DIGO magazine and a feature in the Illinois
7Association of School Administrators' Leadership Matters
8magazine in March 2021; and
 
9    WHEREAS, Dr. Mansfield published Student Satisfaction with
10Peer Mediation in the School Social Work Journal in 1992;
11therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we congratulate Dr. Von Mansfield on his retirement as
15superintendent of Homewood-Flossmoor Community High School
16Distsrict 233, commend him for his long career in education,
17and wish him the best in his future endeavors; and be it
18further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Dr. Mansfield as a symbol of our esteem and
21respect.
