HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Judy Mitchell, Ed.D. on
4the occasion of her retirement from Joliet Junior College; and
 
5    WHEREAS, Dr. Mitchell received her Associate of Arts in
6Computer Programming from Joliet Junior College in 1998; she
7obtained her Bachelor of Arts in Business & Technology in 2002
8and her master's degree in Business Administration in 2004,
9both from Governors State University; she earned her Doctorate
10of Education in Community College Leadership from
11National-Louis University in 2012; and
 
12    WHEREAS, Dr. Mitchell began her career at Joliet Junior
13College in 1996, working as an administrative assistant in the
14Computer Information & Office Systems (CIOS) department; she
15advanced to program management specialist of Adult and Family
16Services in 2001, followed by assistant to the director of
17Administrative Services in 2002 and interim director of
18Administrative Services in 2004; she was named the director of
19Business and Auxiliary Services in 2005; she was appointed as
20vice president of Administrative Services in 2012; she was
21selected as the ninth president of Joliet Junior College in
222016; and

1    WHEREAS, During the State of Illinois fiscal crisis, Dr.
2Mitchell oversaw Joliet Junior College as it reduced its
3operating costs by over $2 million and pursued creative
4revenue sources to offset operational costs; and
 
5    WHEREAS, Dr. Mitchell led Joliet Junior College's
6financial team, which was awarded the Government Finance
7Officers Association's Best Practices in Community College
8Budgeting for fiscal year 2016, the highest form of
9recognition in government accounting and financial reporting;
10and
 
11    WHEREAS, Under Dr. Mitchell's leadership, Joliet Junior
12College was named the 2021 winner of the Advancing Diversity
13Award by the American Association of Community Colleges
14(AACC); she presented at the 2021 AACC Future Leaders
15Institute (FLI) on bridging the equity gap; and
 
16    WHEREAS, Dr. Mitchell contributes to her community by
17serving on the boards of Silver Cross Hospital, Will County
18Workforce Investment, Habitat for Humanity, and the Will
19County Center for Economic Development Council; she is also a
20member of the Rotary Club of Joliet and serves as director of
21the Three Rivers Education Partnership; and
 
22    WHEREAS, Dr. Mitchell has been recognized for her

1contributions to education and the community, receiving the
2Gary W. Davis Ethical Leadership Award in recognition of her
3outstanding contribution to the pursuit and support of ethical
4leadership and decision-making from the Illinois Community
5College Trustees Association; she was also honored with the
6Zonta Club of Joliet's Woman of Distinction Award for her
7contributions to improving the status of women in the
8community; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we congratulate Judy Mitchell, Ed.D. on her retirement from
12Joliet Junior College after 25 years of dedicated service, and
13we wish her success in her future endeavors; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Dr. Mitchell as an expression of our esteem and
16respect.
