HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Illinois State Police
4Master Sergeant Jacqueline Cepeda on the occasion of being
5named president of the Hispanic Illinois State Law Enforcement
6Association (HISLEA); and
 
7    WHEREAS, Master Sergeant Cepeda was born to Miguel and
8Irma Del Villar in Chicago in 1986; she grew up in the Little
9Village community on the Southwest Side of Chicago, where she
10attended Eli Whitney Elementary School; she transferred to
11William B. Ogden Elementary School before attending and
12graduating from Walter Payton College Preparatory High School,
13relocating to the Scottsdale neighborhood; she earned her
14Bachelor of Science in Criminal Justice from Loyola University
15Chicago in 2009, during which she worked at Central States
16SER, a non-profit organization in Little Village; she
17graduated from the Illinois State Police Academy in 2011; and
 
18    WHEREAS, Master Sergeant Cepeda began her career with the
19Illinois State Police as a patrol trooper of the south sector
20of District Chicago on a midnight shift; she worked in the
21District Chicago Staff Office in 2013 and the Region I Staff
22Office in 2016; she was promoted to sergeant in 2018 and then
23worked as a department spokesperson in the Illinois State

1Police's Public Information Office before being assigned as
2chief of staff to Division of Patrol's Deputy Director's
3Office in 2020; she was promoted to master sergeant in May
42021; and
 
5    WHEREAS, Master Sergeant Cepeda has proudly served on the
6executive board of the Hispanic Illinois State Law Enforcement
7Association since 2016; she was elected and sworn in as
8HISLEA's newest president in 2022, becoming the first female
9president of HISLEA in its 35 years of existence; and
 
10    WHEREAS, Master Sergeant Cepeda has expressed her
11commitment to making every effort towards ensuring that all
12sworn officers employed by law enforcement agencies within the
13State of Illinois are provided equal opportunities as well as
14working to help members of our Latino communities through acts
15of service, including the awarding of scholarships for higher
16education; and
 
17    WHEREAS, Master Sergeant Cepeda is married to Sergeant
18Fernando Cepeda Jr. of the Illinois State Police, and they
19welcomed their son, Fernando Cepeda III, in 2021; therefore,
20be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we congratulate Illinois State Police Master Sergeant
2Jacqueline Cepeda on being named president of the Hispanic
3Illinois State Law Enforcement Association (HISLEA) and wish
4her success in her new role; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to Master Sergeant Cepeda as an expression of our
7esteem and respect.
