HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Sandra E. "Sandy" Frum for her
434 years of service to the Northbrook Village Board of
5Trustees and her 40 years of dedication to the Northbrook
6community; and
 
7    WHEREAS, Prior to serving on the Northbrook Village Board
8of Trustees, Sandy Frum belonged to the Organization to
9Preserve the Environment of Northbrook from 1977 to 1978; she
10served as the chair of the Northbrook Park District Advisory
11Committee from 1978 to 1981; she then served as a commissioner
12on the Northbrook Plan Commission from 1983 to 1986; she also
13served as a commissioner with the Northbrook Park District
14from 1981 to 1987; and
 
15    WHEREAS, Sandy Frum was first elected as a trustee on the
16Northbrook Village Board of Trustees in April 1987, and she
17served until 2009; she then served as president from 2009 to
182021; during her 34 years on the board, she served 14 years as
19the chairman of the Administration and Finance Committee; and
 
20    WHEREAS, Sandy Frum made a number of indelible
21contributions to the Northbrook community; her notable works
22include community building of both internal and external

1relationships, implementing the two-zone water system,
2lobbying legislators in Springfield to protect Northbrook's
3interests including pension reform and internet sales,
4improving interoperability for emergency operations, enhancing
5communications and local adjudication hearings, maintaining
6Triple A Bond Ratings, and addressing senior needs and
7housing, cybersecurity measures, and sustainability planning;
8and
 
9    WHEREAS, During her tenure, Sandy Frum was involved with
10regional agencies and served as president of the Northwest
11Municipal Conference, a council of 42 municipalities and one
12township, where she also served on the executive board and as
13the chair of the Legislative Committee; she also served as the
14chair of the Steering Committee formed to implement the Cook
15County Multi-Jurisdictional All Hazards Mitigation Plan and
16was a member of the Cook County Long Range Transportation Plan
17Committee, which serves to create a road map for the design and
18implementation of a fully integrated, multi-jurisdictional
19transportation system; and
 
20    WHEREAS, Sandy Frum has been active in numerous
21organizations, including the Northbrook Civic Foundation, the
22National Alopecia Areata Foundation, the Rotary Club of
23Northbrook, the Rotary District 6440 Leadership Team, and
24Temple Jeremiah; and

1    WHEREAS, Sandy Frum has dedicated herself to her family
2and the Northbrook community; her leadership style has
3provided a foundation of civic engagement built upon positive,
4caring, informed, decisive, committed, and collaborative civil
5discourse; her public service for the past 40 years highlights
6her exceptional commitment to the residents and businesses of
7the Village of Northbrook; and
 
8    WHEREAS, Sandy Frum and her husband Carlos have called
9Northbrook home throughout the past 44 years; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we commend Sandra E. "Sandy" Frum for her service to the
13Northbrook Village Board of Trustees and her dedication to the
14Northbrook community, and we wish her continued health and
15happiness; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to Sandy Frum as an expression of our esteem and
18respect.
