HOUSE RESOLUTION

 
2    WHEREAS, In 2019, the General Assembly and the Governor
3worked together to enact Rebuild Illinois, the largest capital
4construction program in Illinois history; and
 
5    WHEREAS, Rebuild Illinois is a $45 billion, six-year,
6comprehensive, and equitable capital program designed to
7tackle Illinois' crumbling infrastructure by providing
8responsible funding for roads, bridges, public transit
9systems, clean water infrastructure, rural broadband, and
10public schools; and
 
11    WHEREAS, The Rebuild Illinois capital construction program
12provides sustainable, responsible, and constitutionally
13protected funding to rebuild Illinois' infrastructure and
14create over 500,000 prevailing wage jobs without causing
15further strain on our state's budget; and
 
16    WHEREAS, Rebuild Illinois created Illinois Works, a first
17of its kind holistic approach to increasing minority
18participation in the building and construction trades, to
19ensure that the jobs and opportunities created under Rebuild
20Illinois are available to every citizen in Illinois regardless
21of their race, gender, or zip code; and

1    WHEREAS, The Covid-19 pandemic has financially decimated
2Illinois' economy, and transportation user fees have dropped
3more than $300 million dollars in 2020 due to the necessary
4restrictions on travel and stay-at-home orders; and
 
5    WHEREAS, The projected revenue sources for the vertical
6construction program of Rebuild Illinois have dropped over 40
7percent due to the COVID-19 pandemic and the resulting
8stay-at-home orders; and
 
9    WHEREAS, Every dollar invested in infrastructure spending
10returns $1.57 to local economies, and failure to invest in
11infrastructure will further harm the local economies and
12prolong the State's recovery; and
 
13    WHEREAS, The United States Congress has passed the
14American Rescue Plan that will provide over $13 billion
15dollars in economic relief to address the needs of families,
16businesses, local governments, and schools that have been
17impacted by COVID-19 and the resulting economic crisis;
18therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21the members of the General Assembly and the Governor's
22Administration are urged to invest our transportation and

1infrastructure dollars as promised under Rebuild Illinois to
2make good on our collective commitment to fix our roads,
3bridges, and schools while creating jobs and opportunities for
4all residents of Illinois.
