SYNOPSIS AS INTRODUCED:
 
New Act
105 ILCS 5/24-8.2 new

    Creates the Public Higher Education Act. Defines terms, including "employee", which means an employee of a public institution of higher education who provides educational support services to the institution, including, but not limited to, a custodial employee, a transportation employee, a food service provider, a teaching assistant, or administrative staff. Provides that, in fixing the salaries of employees, the governing board of each public institution of higher education shall pay to employees an hourly rate of not less than: (i) $20 for the 2022-2023 academic year; (ii) $21 for the 2023-2024 academic year; and (iii) $22 for the 2024-2025 academic year. Provides that the minimum hourly rate for each academic year thereafter shall equal the minimum hourly rate for the previous academic year increased by a percentage equal to the percentage increase, if any, in the Consumer Price Index for All Urban Consumers for all items published by the United States Department of Labor for the previous academic year. Amends the School Code to make similar changes. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Public
5Higher Education Act.
 
6    Section 3. Intent. It is the intent of the General
7Assembly that the requirements set forth in this Act should
8apply equally to each public institution of higher education
9in this State and to the governing board of each public
10institution of higher education in this State.
 
11    Section 5. Definitions. As used in this Act:
12    "Governing board of each public institution of higher
13education" means the Board of Trustees of the University of
14Illinois, the Board of Trustees of Southern Illinois
15University, the Board of Trustees of Chicago State University,
16the Board of Trustees of Eastern Illinois University, the
17Board of Trustees of Governors State University, the Board of
18Trustees of Illinois State University, the Board of Trustees
19of Northeastern Illinois University, the Board of Trustees of
20Northern Illinois University, the Board of Trustees of Western
21Illinois University, and the board of trustees of each
22community college district in this State.

1    "Public institution of higher education" means the
2University of Illinois, Southern Illinois University, Chicago
3State University, Eastern Illinois University, Governors State
4University, Illinois State University, Northeastern Illinois
5University, Northern Illinois University, Western Illinois
6University, a public community college in this State, or any
7other public university, college, or community college now or
8hereafter established or authorized by the General Assembly.
 
9    Section 10. Minimum salary.
10    (a) As used in this Section, "employee" means an employee
11of a public institution of higher education who provides
12educational support services to the institution, including,
13but not limited to, a custodial employee, a transportation
14employee, a food service provider, a teaching assistant, or
15administrative staff.
16    (b) In fixing the salaries of employees, the governing
17board of each public institution of higher education shall pay
18to employees an hourly rate of not less than: (i) $20 for the
192022-2023 academic year; (ii) $21 for the 2023-2024 academic
20year; and (iii) $22 for the 2024-2025 academic year. The

2    Section 20. The School Code is amended by adding Section
324-8.2 as follows:
 
4    (105 ILCS 5/24-8.2 new)
5    Sec. 24-8.2. Minimum salary.
6    (a) As used in this Section, "employee" means an employee
7of the school district who provides educational support
8services to the district, including, but not limited to, a
9custodial employee, a transportation employee, a food service
10provider, a classroom assistant, administrative staff, or a
11paraprofessional under subparagraph (J) of paragraph (2) of
12Section 21B-20.
13    (b) In fixing the salaries of employees, a school board
14shall pay to employees an hourly rate of not less than: (i) $20
15for the 2022-2023 school year; (ii) $21 for the 2023-2024
16school year; and (iii) $22 for the 2024-2025 school year. The
17minimum hourly rate for each school year thereafter shall
18equal the minimum hourly rate for the previous school year
19increased by a percentage equal to the percentage increase, if
20any, in the Consumer Price Index for All Urban Consumers for
21all items published by the United States Department of Labor
22for the previous school year.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
