SYNOPSIS AS INTRODUCED:

    Amends the School Code and the Board of Higher Education Act. Provides that the State Board of Education and Board of Higher Education shall establish text message hotlines to assist students and other persons in reporting any cases of sexual assault, grooming, or other violations that occurred within a school district or public institution of higher education or at a function of the school district or institution. Provides that the Boards shall adopt rules establishing the guidelines for the text message hotlines and providing for adequate support assistance to students and other persons who use the text message hotlines. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.192 as follows:
 
6    (105 ILCS 5/2-3.192 new)
7    Sec. 2-3.192. Text message hotline to report sexual
8assault. The State Board of Education shall establish a text
9message hotline to assist students and other minors in
10reporting any cases of sexual assault, grooming, or other
11violations that occurred within a school district or at a
12school district function. The Board shall adopt rules
13establishing the guidelines for the text message hotline and
14providing for adequate support assistance to students and
15other minors who use the text message hotline.
 
16    Section 10. The Board of Higher Education Act is amended
17by adding Section 9.41 as follows:
 
18    (110 ILCS 205/9.41 new)
19    Sec. 9.41. Text message hotline to report sexual assault.

8    Section 99. Effective date. This Act takes effect upon
9becoming law.
