SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-819  from Ch. 95 1/2, par. 3-819

    Amends the Illinois Vehicle Code. Reduces the registration fee for motor vehicles of the first division from $148 to $2. Lowers the annual flat weight tax and registration fee for trailers with a gross weight of 3,000 pounds or less from $36 to $5.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-806 and 3-819 as follows:
 
6    (625 ILCS 5/3-806)  (from Ch. 95 1/2, par. 3-806)
7    Sec. 3-806. Registration Fees; Motor Vehicles of the First
8Division. Every owner of any other motor vehicle of the first
9division, except as provided in Sections 3-804, 3-804.01,
103-804.3, 3-805, 3-806.3, 3-806.7, and 3-808, and every second
11division vehicle weighing 8,000 pounds or less, shall pay the
12Secretary of State an annual registration fee at the following
13rates:

4    A $1 surcharge shall be collected in addition to the above
5fees for motor vehicles of the first division, autocycles,
6motorcycles, motor driven cycles, and pedalcycles to be
7deposited into the State Police Vehicle Fund.
8    All of the proceeds of the additional fees imposed by
9Public Act 96-34 shall be deposited into the Capital Projects
10Fund.
11    A $2 surcharge shall be collected in addition to the above
12fees for motor vehicles of the first division, autocycles,
13motorcycles, motor driven cycles, and pedalcycles to be
14deposited into the Park and Conservation Fund for the
15Department of Natural Resources to use for conservation
16efforts. The monies deposited into the Park and Conservation
17Fund under this Section shall not be subject to administrative
18charges or chargebacks unless otherwise authorized by this
19Act.
20    Of the fees collected for motor vehicles of the first
21division other than Autocycles, Motorcycles, Motor Driven
22Cycles, and Pedalcycles, $1 of the fees shall be deposited
23into the Secretary of State Special Services Fund and $49 of
24the fees shall be deposited into the Road Fund.

2    Sec. 3-819. Trailer; tax.
3    (a) Farm Trailer. Any farm trailer drawn by a motor
4vehicle of the second division registered under paragraph (a)
5or (c) of Section 3-815 and used exclusively by the owner for
6his own agricultural, horticultural or livestock raising
7operations and not used for hire, or any farm trailer utilized
8only in the transportation for-hire of seasonal, fresh,
9perishable fruit or vegetables from farm to the point of first
10processing, and any trailer used with a farm tractor that is
11not an implement of husbandry may be registered under this
12paragraph in lieu of registration under paragraph (b) of this
13Section upon the filing of a proper application and the
14payment of the $10 registration fee and the highway use tax
15herein for use of the public highways of this State, at the
16following rates which include the $10 registration fee:

2    (b) All other owners of trailers, other than apportionable
3trailers registered under Section 3-402.1 of this Code, used
4with a motor vehicle on the public highways, shall pay to the
5Secretary of State for each registration year a flat weight
6tax, for the use of the public highways of this State, at the
7following rates (which includes the registration fee of $10
8required by Section 3-813):

25    Of the fees collected under this subsection, other than

1shall be deposited into the Secretary of State Special
2Services Fund and $99 of the fees shall be deposited into the
3Road Fund.
4    (c) The number of axles necessary to carry the maximum
5load provided shall be determined from Chapter 15 of this
6Code.
