SYNOPSIS AS INTRODUCED:
 
50 ILCS 707/5

    Amends the Law Enforcement Camera Grant Act. Defines "law enforcement officer" or "officer" as any person employed by a unit of local government (rather than a county, municipality, or township) or an Illinois public university as a policeman, peace officer or in some like position involving the enforcement of the law and protection of the public interest at the risk of that person's life. Provides that "unit of local government" has the meaning ascribed to it in Section 1 of Article VII of the Illinois Constitution. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Law Enforcement Camera Grant Act is amended
5by changing Section 5 as follows:
 
6    (50 ILCS 707/5)
7    Sec. 5. Definitions. As used in this Act:
8    "Board" means the Illinois Law Enforcement Training
9Standards Board created by the Illinois Police Training Act.
10    "In-car video camera" means a video camera located in a
11law enforcement patrol vehicle.
12    "In-car video camera recording equipment" means a video
13camera recording system located in a law enforcement patrol
14vehicle consisting of a camera assembly, recording mechanism,
15and an in-car video recording medium.
16    "In uniform" means a law enforcement officer who is
17wearing any officially authorized uniform designated by a law
18enforcement agency, or a law enforcement officer who is
19visibly wearing articles of clothing, badge, tactical gear,
20gun belt, a patch, or other insignia indicating that he or she
21is a law enforcement officer acting in the course of his or her
22duties.
23    "Law enforcement officer" or "officer" means any person

1employed by a unit of local government county, municipality,
2township, or an Illinois public university as a policeman,
3peace officer or in some like position involving the
4enforcement of the law and protection of the public interest
5at the risk of that person's life.
6    "Officer-worn body camera" means an electronic camera
7system for creating, generating, sending, receiving, storing,
8displaying, and processing audiovisual recordings that may be
9worn about the person of a law enforcement officer.
10    "Recording" means the process of capturing data or
11information stored on a recording medium as required under
12this Act.
13    "Recording medium" means any recording medium authorized
14by the Board for the retention and playback of recorded audio
15and video including, but not limited to, VHS, DVD, hard drive,
16cloud storage, solid state, digital, flash memory technology,
17or any other electronic medium.
18    "Unit of local government" has the meaning ascribed to it
19in Section 1 of Article VII of the Illinois Constitution.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
