AMENDMENT TO HOUSE BILL 3844

2    AMENDMENT NO. ______. Amend House Bill 3844 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. If and only if Senate Bill 1980 of the 101st
5General Assembly becomes law, then the Housing Authorities Act
6is amended by changing Section 8.10a as follows:
 
7    (310 ILCS 10/8.10a)
8    Sec. 8.10a. Criminal history record and housing data.
9    (a) Every Authority organized under the provisions of this
10Act shall collect the following criminal history record data:
11        (1) the number of applications submitted for admission
12    to federally assisted housing;
13        (2) the number of applications submitted for admission
14    to federally assisted housing by individuals with a
15    criminal history record, if the Authority is conducting
16    criminal history records checks of applicants or other

1    household members;
2        (3) the number of applications for admission to
3    federally assisted housing that were denied on the basis
4    of a criminal history record, if the Authority is
5    conducting criminal history records checks of applicants
6    or other household members;
7        (4) the number of criminal records assessment hearings
8    requested by applicants for housing who were denied
9    federally assisted housing on the basis of a criminal
10    history records check; and
11        (5) the number of denials for federally assisted
12    housing that were overturned after a criminal records
13    assessment hearing.
14    (b) The information required in this subsection Section
15shall be disaggregated by the race, ethnicity, and sex of
16applicants for housing.
17    (b) Every Authority organized under the provisions of this
18Act shall collect the following housing data as of June 1 of
19each calendar year:
20        (1) The total number of occupied public housing units
21    by property and project; the total number of vacant but
22    available for occupancy public housing units by property
23    and project; the total number of vacant but unavailable
24    for occupancy public housing units by property and
25    project; the total number of households receiving
26    tenant-based rental subsidies by program; the total number

1    of households receiving project-based rental subsidies by
2    program; the total number of unutilized tenant-based
3    rental subsidies by program; and the total number of
4    unutilized project-based rental subsidies by program; and
5        (2) the status of each waiting list, if any, for each
6    property and program identified in paragraph (1), the
7    number of households on each waiting list; and the status
8    of whether the waiting list is open or closed for new
9    applicants.
10    (c) The information collected under subsections (a) and
11(b) This information shall be reported to the Illinois
12Criminal Justice Information Authority and shall be compiled
13and reported to the General Assembly annually by the Illinois
14Criminal Justice Information Authority. The Illinois Criminal
15Justice Information Authority shall also make this report
16publicly available, including on its website, without fee.

18    Section 99. Effective date. This Act takes effect upon
19becoming law or on the date Senate Bill 1980 of the 101st
20General Assembly takes effect, whichever is later.".
