SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Brownfields Investigation and Cleanup Grants Act. Creates the Brownfields Investigation and Cleanup Grants Program to award competitive grants and loans for assessment and cleanup of brownfield sites to promote their redevelopment and reuse and to create jobs at the brownfield sites. Provides that the Program shall be staffed and supervised by the Environmental Protection Agency. Requires the Agency to adopt rules to govern the operation of the Program. Provides that the Program shall be funded using moneys appropriated by the United States federal government to Illinois for economic development related to COVID-19 relief. Contains other provisions.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Brownfields Investigation and Cleanup Grants Act.
 
6    Section 5. Definitions. In this Act:
7    "Agency" means the Environmental Protection Agency.
8    "Program" means the Brownfields Investigation and Cleanup
9Grants Program.
 
10    Section 10. Brownfields Investigation and Cleanup Grants
11Program. The Brownfields Investigation and Cleanup Grants
12Program is created. The Program shall be used to award
13competitive grants and loans for assessment and cleanup of
14brownfield sites to promote their redevelopment, their reuse,
15and the creation of jobs at the brownfield sites. The grants
16and loans may be paid directly to applicants or may be used as
17secondary funding through community redevelopment entities.
 
18    Section 15. Supervisory agency. The Program shall be
19staffed and supervised by the Agency. The Agency shall adopt
20rules to govern the operation of the Program.

1    Section 20. Funding; federal COVID-19 relief. The Program
2shall be funded using moneys appropriated by the United States
3federal government to Illinois for economic development
4related to COVID-19 relief.
 
5    Section 25. Beneficiaries. The Agency, at its discretion,
6may mandate that some or all of the beneficiaries of funding
7provided under this Act be entities that adhere to the
8Prevailing Wage Act.
