SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Use of Force Data Collection Act. Provides that law enforcement agencies shall require their officers to report in writing every use of force against any subject. Requires that a publicly available report be maintained. Provides that discipline records for the use of force shall be maintained within the report. Provides that reports shall be published on the first day of each month. Effective July 1, 2021.

1    AN ACT concerning public safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Use of
5Force Data Collection Act.
 
6    Section 5. Use of force report. Notwithstanding any other
7law to the contrary, on and after July 1, 2021, each State,
8county, and municipal law enforcement agency, including, but
9not limited to, agencies wholly employing campus policemen,
10shall require law enforcement officers under its employment to
11report in writing every use of force against any subject,
12including any officer involved injury, whether to an officer
13or another individual. State, county, and local law
14enforcement agencies shall enter and maintain the information
15in a report that is accessible to the public. The report shall
16identify law enforcement officers under the employment of any
17State, county, or municipal law enforcement agency who have
18been disciplined as a result of the use of force. The report
19for the previous month shall be published on the first day of
20each month.
 
21    Section 99. Effective date. This Act takes effect on July
221, 2021.
