SYNOPSIS AS INTRODUCED:
 
65 ILCS 5/11-1-15 new

    Amends the Illinois Municipal Code. Provides that, in a police department in a municipality with a population over 1,000,000 inhabitants, police officers assigned to one of the 5 precincts with the fewest officers assigned may not be transferred or reassigned to another precinct, including temporary reassignments, unless an equal or greater number of police officers are transferred or assigned to the precinct from which the officer was transferred or reassigned to replace the leaving officer. Limits home rule powers. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by
5adding Section 11-1-15 as follows:
 
6    (65 ILCS 5/11-1-15 new)
7    Sec. 11-1-15. Transfers between precincts. In a police
8department in a municipality with a population over 1,000,000
9inhabitants, police officers assigned to one of the 5
10precincts with the fewest officers assigned may not be
11transferred or reassigned to another precinct, including
12temporary reassignments, unless an equal or greater number of
13police officers are transferred or assigned to the precinct
14from which the officer was transferred or reassigned to
15replace the leaving officer.
16    A home rule municipality with a population over 1,000,000
17inhabitants may not regulate transfers or assignments in
18police departments in a manner inconsistent with this Section.
19This Section is a limitation under subsection (i) of Section 6
20of Article VII of the Illinois Constitution on the concurrent
21exercise by home rule units of powers and functions exercised
22by the State.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
