AMENDMENT TO HOUSE BILL 2499 




2    AMENDMENT NO. ______. Amend House Bill 2499 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The Electronic Commerce Security Act is 
5amended  by adding Section 25-120 as follows:
 
6    (5 ILCS 175/25-120 new)
7    Sec. 25-120. State agency electronic signature waiver. The 
8Department of Transportation, the Illinois State Toll Highway 
9Authority, the Capital Development Board, and the 
10Environmental Protection Agency shall each accept the use of 
11electronic signatures in transactions, except for transactions 
12of technical submissions, between those State agencies and 
13other persons or entities, unless all parties to the 
14transaction waive the right to use electronic signatures. For 
15purposes of this Section, "technical submissions" has the same 
16meanings as used under the Illinois Architecture Practice Act

1of 1989, the Professional Engineering Practice Act of 1989, 
2and the Illinois Structural Engineering Practice Act of 1989, 
3and includes any similar documents that may be submitted in 
4performing requirements under the Illinois Professional Land 
5Surveyor Act of 1989.".
