AMENDMENT TO HOUSE BILL 2159

2    AMENDMENT NO. ______. Amend House Bill 2159 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Lyme Disease Prevention and Protection Act
5is amended by changing Section 15 as follows:
 
6    (410 ILCS 450/15)
7    Sec. 15. Lyme Disease Task Force; duties; members.
8    (a) The Department shall establish the Lyme Disease Task
9Force to advise the Department on disease prevention and
10surveillance and provider and public education relating to the
11disease.
12    (b) The Task Force shall consist of the Director of Public
13Health or a designee, who shall serve as chairman, and the
14following members:
15        (1) one representative from the Department of
16    Financial and Professional Regulation, appointed by the

1    Director of Public Health;
2        (2) 3 physicians licensed to practice medicine in all
3    its branches who are members of a statewide organization
4    representing physicians, one of whom represents a medical
5    school faculty and one of whom has the experience of
6    treating Lyme disease, appointed by the Director of Public
7    Health;
8        (3) one advanced practice registered nurse selected
9    from the recommendations of professional nursing
10    associations, appointed by the Director of Public Health;
11        (4) one local public health administrator, appointed
12    by the Director of Public Health;
13        (5) two veterinarians, one of whom must be a
14    practicing Doctor of Veterinary Medicine one veterinarian,
15    appointed by the Director of Public Health;
16        (6) one medical entomologist, appointed by the
17    Director of Public Health;
18        (7) (6) 4 members of the public interested in Lyme
19    disease, appointed by the Director of Public Health;
20        (8) (7) 2 members appointed by the Speaker of the
21    House of Representatives;
22        (9) (8) 2 members appointed by the Minority Leader of
23    the House of Representatives;
24        (10) (9) 2 members appointed by the President of the
25    Senate; and
26        (11) (10) 2 members appointed by the Minority Leader

1    of the Senate.
2    (c) The terms of the members of the Task Force shall be 3
3years. Members may continue to serve after the expiration of a
4term until a new member is appointed. Each member appointed to
5fill a vacancy occurring prior to the expiration of the term
6for which his predecessor was appointed shall be appointed for
7the remainder of such term. The council shall meet as
8frequently as the chairman deems necessary, but not less than
94 2 times each year. Members shall receive no compensation for
10their services.
11    (d) The Lyme Disease Task Force has the following duties
12and responsibilities:
13        (1) monitoring the implementation of this Act and
14    providing feedback and input for necessary additions or
15    modifications;
16        (2) reviewing relevant literature and guidelines that
17    define accurate diagnosis of Lyme disease with the purpose
18    of creating cohesive and consistent guidelines for the
19    determination of Lyme diagnosis across all counties in
20    Illinois and with the intent of providing accurate and
21    relevant numbers to the Centers for Disease Control and
22    Prevention;
23        (3) providing recommendations on professional
24    continuing educational materials and opportunities that
25    specifically focus on Lyme disease prevention, protection,
26    and treatment; and

1        (4) assisting the Department in establishing policies,
2    procedures, techniques, and criteria for the collection,
3    maintenance, exchange, and sharing of medical information
4    on Lyme disease, and identifying persons or entities with
5    Lyme disease expertise to collaborate with Department in
6    Lyme disease diagnosis, prevention, and treatment.
