AMENDMENT TO HOUSE BILL 1574

2    AMENDMENT NO. ______. Amend House Bill 1574 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Sections
510-20.84 and 34-18.79 as follows:
 
6    (105 ILCS 5/10-20.84 new)
7    Sec. 10-20.84. Halal and kosher food services. Each school
8board shall provide for a program by which both halal and
9kosher food options that comply with federal and State
10nutritional guidelines are offered in public school cafeterias
11by request. Any halal or kosher food product offered under
12this Section shall be certified as halal or kosher by a
13State-approved organization or purchased from a State-approved
14halal-certified or kosher-certified vendor. Any person,
15organization, or vendor falsely representing a food product it
16provides as halal or falsely representing itself as a

1halal-certified vendor shall be subject to penalty under the
2Halal Food Act. Any person, organization, or vendor falsely
3representing a food product it provides as kosher or falsely
4representing itself as a kosher-certified vendor shall be
5subject to penalty under the Kosher Food Act. As used in this
6Section, "halal" has the same meaning as provided under
7Section 5 of the Halal Food Act. As used in this Section,
8"kosher" has the meaning provided under orthodox Jewish law.

11shall provide for a program by which halal and kosher food
12options that comply with federal and State nutritional
13guidelines are offered in school cafeterias by request. Any
14halal or kosher food product offered under this Section shall
15be certified as halal or kosher by a State-approved
16organization or purchased from a State-approved
17halal-certified or kosher-certified vendor. Any person,
18organization, or vendor falsely representing a food product it
19provides as halal or falsely representing itself as a
20halal-certified vendor shall be subject to penalty under the
21Halal Food Act. Any person, organization, or vendor falsely

3    Section 15. The Halal Food Act is amended by adding
4Section 25 as follows:
 
5    (410 ILCS 637/25 new)
6    Sec. 25. State facility halal food services.
7    (a) Any State-owned or State-operated facility that
8provides food services or cafeteria services for which food
9products are provided or offered for sale also shall offer,
10upon request provided with reasonable notice, halal food
11options that comply with federal and State nutritional
12guidelines at such facility.
13    (b) Any halal food product offered under this Section
14shall be certified as halal by a State-approved organization
15or purchased from a State-approved halal-certified vendor. Any
16person, organization, or vendor falsely representing a food
17product it provides as halal or falsely representing itself as
18a halal-certified vendor shall be subject to penalties under
19Section 10 or 15 of this Act.
20    (c) The Department of Central Management Services and all
21other relevant State agencies shall adopt all rules necessary
22for the implementation of this Section.
 
23    Section 20. The Kosher Food Act is amended by adding

1Section 1.5 and by changing Section 2 as follows:
 
2    (410 ILCS 645/1.5 new)
3    Sec. 1.5. State facility kosher food services.
4    (a) As used in this Section, "kosher" has the meaning
5provided under orthodox Jewish law.
6    (b) Any State-owned or State-operated facility that
7provides food services or cafeteria services for which food
8products are provided or offered for sale also shall offer,
9upon request provided with reasonable notice, kosher food
10options that comply with federal and State nutritional
11guidelines at such facility.
12    (c) Any kosher food product offered under this Section
13shall be certified as kosher by a State-approved organization
14or purchased from a State-approved kosher-certified vendor.
15Any person, organization, or vendor falsely representing a
16food product it provides as kosher or falsely representing
17itself as a kosher-certified vendor shall be subject to
18penalties under Section 2 of this Act.
19    (d) The Department of Central Management Services and all
20other relevant State agencies shall adopt all rules necessary
21for the implementation of this Section.

2shall be guilty of a Class A misdemeanor.
