    Amends the School Code. Makes a technical change in a Section concerning truants' alternative and optional education programs.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.66 as follows:
 
6    (105 ILCS 5/2-3.66)  (from Ch. 122, par. 2-3.66)
7    Sec. 2-3.66. Truants' alternative and optional education
8programs. To establish projects to offer modified
9instructional programs or other services designed to prevent
10students from dropping out of school, including programs
11pursuant to Section 2-3.41, and and to serve as a part time or
12full time option in lieu of regular school attendance and to
13award grants to local school districts, educational service
14regions or community college districts from appropriated funds
15to assist districts in establishing such projects. The
16education agency may operate its own program or enter into a
17contract with another not-for-profit entity to implement the
18program. The projects shall allow dropouts, up to and
19including age 21, potential dropouts, including truants,
20uninvolved, unmotivated and disaffected students, as defined
21by State Board of Education rules and regulations, to enroll,
22as an alternative to regular school attendance, in an optional
23education program which may be established by school board

1policy and is in conformance with rules adopted by the State
2Board of Education. Truants' Alternative and Optional
3Education programs funded pursuant to this Section shall be
4planned by a student, the student's parents or legal
5guardians, unless the student is 18 years or older, and school
6officials and shall culminate in an individualized optional
7education plan. Such plan shall focus on academic or
8vocational skills, or both, and may include, but not be
9limited to, evening school, summer school, community college
10courses, adult education, preparation courses for high school
11equivalency testing, vocational training, work experience,
12programs to enhance self concept and parenting courses. School
13districts which are awarded grants pursuant to this Section
14shall be authorized to provide day care services to children
15of students who are eligible and desire to enroll in programs
16established and funded under this Section, but only if and to
17the extent that such day care is necessary to enable those
18eligible students to attend and participate in the programs
19and courses which are conducted pursuant to this Section.
20School districts and regional offices of education may claim
21general State aid under Section 18-8.05 or evidence-based
22funding under Section 18-8.15 for students enrolled in
23truants' alternative and optional education programs, provided
24that such students are receiving services that are
25supplemental to a program leading to a high school diploma and
26are otherwise eligible to be claimed for general State aid

218-8.15, as applicable.
