AMENDMENT TO HOUSE BILL 1163

2    AMENDMENT NO. ______. Amend House Bill 1163 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
510-20.75 and by changing Section 11E-20 as follows:
 
6    (105 ILCS 5/10-20.75 new)
7    Sec. 10-20.75. Calumet City reorganization of school
8districts.
9    (a) The City Council of the City of Calumet City, in
10cooperation with the school boards of Dolton School District
11149, Calumet City School District 155, Lincoln Elementary
12School District 156, and Hoover-Schrum Memorial School
13District 157, shall develop a plan to reorganize Dolton School
14District 149, Calumet City School District 155, Lincoln
15Elementary School District 156, and Hoover-Schrum Memorial
16School District 157 into a combined unit district by July 1,

12021. As part of the plan, the city council shall adopt an
2ordinance to set the boundaries of the combined unit district.
3The city council shall submit the plan to the State Board of
4Education as soon as possible after the effective date of this
5amendatory Act of the 102nd General Assembly.
6    (b) Notwithstanding any other provision of law to the
7contrary, the Mayor of the City of Calumet City, with the
8advice and consent of the city council, shall appoint a
97-member school board for the combined unit district.
10    (c) Notwithstanding any other provision of law to the
11contrary, all collective bargaining agreements of Dolton
12School District 149, Calumet City School District 155, Lincoln
13Elementary School District 156, and Hoover-Schrum Memorial
14School District 157 that are in effect on June 30, 2022 shall
15be terminated on July 1, 2022.
16    (d) The city council shall study the educational growth of
17the combined unit district after the first year of the
18reorganization and determine the tax savings of the
19reorganization. The city council shall report its findings to
20the General Assembly on or before January 1, 2023.
21    (e) The city council shall adopt an ordinance to submit
22the question of whether Dolton School District 149, Calumet
23City School District 155, Lincoln Elementary School District
24156, and Hoover-Schrum Memorial School District 157 should
25have been reorganized into a combined unit district to the
26electors of the city at the 2025 election, in accordance with

1the Election Code. If a majority of the electors voting on the
2question disapprove of the reorganization, then the city
3council, in cooperation with the school board of the combined
4unit district, shall develop a plan to dissolve the combined
5unit district and restore Dolton School District 149, Calumet
6City School District 155, Lincoln Elementary School District
7156, and Hoover-Schrum Memorial School District 157 and submit
8that plan to the State Board of Education.

11    Sec. 11E-20. Combined school district formation.
12    (a)(1) The territory of 2 or more entire contiguous
13elementary districts may be organized into a combined
14elementary district under the provisions of this Article.
15    (2) Any 2 or more entire elementary districts that
16collectively are within or substantially coterminous with the
17boundaries of a high school district, regardless of whether
18the districts are compact and contiguous with each other, may
19be organized into a combined school district in accordance
20with this Article.
21    (3) Any 2 or more entire elementary districts that are not
22contiguous may be organized into a combined school district in
23accordance with this Article if the following requirements are
24met and documented within 2 calendar years prior to the
25petition filing date:

1        (A) the distance between each district administrative
2    office is documented as no more than 30 miles; and
3        (B) every district contiguous to a district wishing to
4    organize into a combined school district under the
5    provisions of this paragraph (3) determines that it is not
6    interested in participating in a petition for a combined
7    school district filed in accordance with this Article,
8    through a vote of its school board, and documents that
9    non-interest in a letter to the regional superintendent of
10    schools containing approved minutes that record the school
11    board vote.
12    (b)(1) The territory of 2 or more entire contiguous high
13school districts may be organized into a combined high school
14district under the provisions of this Article.
15    (2) Any 2 or more entire high school districts that are not
16contiguous may be organized into a combined school district in
17accordance with this Article if the following requirements are
18met and documented within 2 calendar years prior to the
19petition filing date:
20        (A) the distance between each district administrative
21    office is documented as no more than 30 miles; and
22        (B) every district contiguous to a district wishing to
23    organize into a combined school district under the
24    provisions of this paragraph (2) determines that it is not
25    interested in participating in a petition for a combined
26    school district filed in accordance with this Article,
