AMENDMENT TO HOUSE BILL 32

2    AMENDMENT NO. ______. Amend House Bill 32 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Act on the Aging is amended by
5changing Section 4.07 as follows:
 
6    (20 ILCS 105/4.07)
7    Sec. 4.07. Home-delivered meals.
8    (a) Every citizen of the State of Illinois who qualifies
9for home-delivered meals under the federal Older Americans Act
10shall be provided services, subject to appropriation. The
11Department shall file a report with the General Assembly and
12the Illinois Council on Aging by January 1 of each year. The
13report shall include, but not be limited to, the following
14information: (i) estimates, by county, of citizens denied
15service due to insufficient funds during the preceding fiscal
16year and the potential impact on service delivery of any

1additional funds appropriated for the current fiscal year;
2(ii) geographic areas and special populations unserved and
3underserved in the preceding fiscal year; (iii) estimates of
4additional funds needed to permit the full funding of the
5program and the statewide provision of services in the next
6fiscal year, including staffing and equipment needed to
7prepare and deliver meals; (iv) recommendations for increasing
8the amount of federal funding captured for the program; (v)
9recommendations for serving unserved and underserved areas and
10special populations, to include rural areas, dietetic meals,
11weekend meals, and 2 or more meals per day; and (vi) any other
12information needed to assist the General Assembly and the
13Illinois Council on Aging in developing a plan to address
14unserved and underserved areas of the State.
15    (b) On an annual basis, each recipient of home-delivered
16meals shall receive a fact sheet developed by the Department
17on Aging with a current list of toll-free numbers to access
18information on various health conditions, elder abuse, and
19programs for persons 60 years of age and older. The fact sheet
20shall be written in a language that the client understands, if
21possible. In addition, each recipient of home-delivered meals
22shall receive updates on any new program for which persons 60
23years of age and older may be eligible.
