SENATE RESOLUTION

 
2    WHEREAS, On March 9, 2020, acting under Section 7 of the
3Illinois Emergency Management Agency Act, the Governor found
4that a disaster existed within the State of Illinois due to the
5public health emergency caused by the outbreak of Coronavirus
6Disease 2019 (COVID-19) and specifically declared all counties
7in the State of Illinois as a disaster area; and
 
8    WHEREAS, The Statewide public health emergency caused by
9the outbreak of COVID-19 continues to this day, and the ongoing
10danger presented by the virus requires the use of extraordinary
11precautions to reduce the risk of infection while allowing the
12Senate to complete the business of the People of the State of
13Illinois in its spring legislative session; and
 
14    WHEREAS, The public may view Senate sessions and committees
15through electronic means, such as www.ilga.gov, and may submit
16written testimony through www.ilga.gov; and
 
17    WHEREAS, While necessary, extraordinary precautions taken
18to reduce the risk of infection must be done with regard for
19the rights and requirements set forth in the United States and
20Illinois Constitutions, together with the need for the orderly
21conduct of the business of the People of the State of Illinois;
22therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that the following Rules are
3adopted for the conduct of this Special Session:

ARTICLE XIII

SPECIAL SESSION

6    (Senate Rule 13-1 new)
7    13-1. Applicability and construction. The meetings and
8actions of the Senate, including all of its committees, in this
9special session shall be governed by the Senate Rules adopted
10by the regular session of the Senate of the 101st General
11Assembly, together with the provisions contained in this
12Article. Where there is a conflict between the Senate Rules
13adopted by the regular session of the Senate of the 101st
14General Assembly and the provisions contained in this Article,
15the provisions contained in this Article shall be controlling.
 
16    (Senate Rule 13-2 new)
17    13-2. Public access to proceedings.
18    (a) The Presiding Officer shall designate a process for the
19public to observe the meetings and actions of the Senate,
20including all of its committees, via video or other electronic

1means.
2    (b) The Presiding Officer shall designate a process for the
3committees of the Senate to receive testimony from members of
4the public via electronic means.
 
5    (Senate Rule 13-3 new)
6    13-3. Floor debate and personal privilege.
7    (a) Prior to floor debate, the President, in consultation
8with the Minority Leader, may establish the total number of
9speakers and number of speakers for each caucus who shall be
10recognized for debate for any legislative measure. If such a
11debate protocol is established, then the Presiding Officer
12shall announce prior to debate: (1) the total number of
13speakers; (2) number of speakers for each caucus; and (3) the
14member designated as floor manager by the respective caucus
15leader to manage the number of speakers for that caucus.
16    (b) Members may not introduce guests or make points of
17personal privilege during the special session, these shall be
18reserved for regular session.
 
19    (Senate Rule 13-4 new)
20    13-4. Verification of attendance.
21    (a) At the beginning of each day of the special session,
22the President, or his or her designee, and the Minority Leader,
23or his or her designee, shall provide to the Secretary the
24names of those members of his or her respective caucus who are

1excused from attendance for that day. All members not so
2excused shall be counted as present for the purposes of
3determining a quorum or voting in the Senate or its committees.
4    (b) The name of any member not already excused from
5attendance for a day of the special session who leaves the
6State Capitol prior to adjournment of the special session for
7that day shall be added to names of those members of that
8caucus who are excused from attendance for that day, and his or
9her name shall be provided by the President, or his or her
10designee, or the Minority Leader, or his or her designee, as
11the case may be, to the Secretary. Once a member's name has
12been provided to the Secretary under this paragraph, that
13member shall not be counted as present for the purposes of
14determining a quorum or voting in the Senate or its committees
15for the remainder of that day or until that member's presence
16is reestablished under subsection (c).
17    (c) If a member who has left the State Capitol as described
18in paragraph (b) returns prior to adjournment of the special
19session for that day, his or her name shall be provided by the
20President, or his or her designee, or the Minority Leader, or
21his or her designee, as the case may be, to the Secretary who
22shall remove it from the names of those members of that caucus
23who are excused from attendance for that day. Once a member's
24name has been provided to the Secretary under this paragraph,
25that member shall be counted as present for the purposes of
26determining a quorum or voting in the Senate or its committees.

1    (d) If a member who was excused from attendance as
2described in paragraph (a) thereafter arrives at the State
3Capitol prior to adjournment of the special session for that
4day, his or her name shall be provided by the President, or his
5or her designee, or the Minority Leader, or his or her
6designee, as the case may be, to the Secretary who shall remove
7it from the names of those members of that caucus who are
8excused from attendance for that day. Once a member's name has
9been provided to the Secretary under this paragraph, that
10member shall be counted as present for the purposes of
11determining a quorum or voting in the Senate or its committees.
12    (e) No Senator may request verification of the results of
13any roll call in the Senate or its committees during the
14special session.
