SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Cartheda L. Welch of Peoria, who passed
4away on May 11, 2019; and
 
5    WHEREAS, Cartheda Welch was born in Bloomington to James
6and Francis (Daniels) Sargent on January 15, 1935; she married
7Moses Franklin Welch Sr.; and
 
8    WHEREAS, Cartheda Welch was a preschool teacher and retired
9as a neighborhood advocate; she was also on the Peoria County
10Board of Health and the City of Peoria Neighborhood Development
11Commission; and
 
12    WHEREAS, Cartheda Welch enjoyed traveling, skating, and
13shopping; and
 
14    WHEREAS, Cartheda Welch was preceded in death by her
15husband, Moses; her parents; her daughters, Olivia Welch and
16Allison Perry; her granddaughter, D'Andrea Boone; seven
17brothers; and one sister; and
 
18    WHEREAS, Cartheda Welch is survived by her son, M. Franklin
19Jr.; her daughters, D'Arbra (Duane Boone), Nadra, Carla, and
20Carol Welch; 11 grandchildren, including Dorothea Gulley, who

1was raised by her grandparents; 21 great-grandchildren; six
2great-great-grandchildren; her brothers, Earl (Katie) Sargent,
3Robert Sargent, and Francis (Josephine) Sargent; and a host of
4nieces, nephews, cousins, and friends; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
7Cartheda L. Welch and extend our sincere condolences to her
8family, friends, and all who knew and loved her; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Cartheda Welch as an expression of
12our deepest sympathy.
