SYNOPSIS AS INTRODUCED:
 
ILCON Art. IX, Sec. 12 new

    Proposes to amend the Revenue Article of the Illinois Constitution. Provides that no less than 10% of the net revenue realized from the State income tax imposed on individuals, trusts, estates, and corporations shall be directly deposited or transferred each month into the Local Government Distributive Fund or such other successor fund as the General Assembly shall provide by law for the benefit of municipalities and counties of the State. Effective upon being declared adopted.

3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Article IX of the
9Illinois Constitution by adding Section 12 as follows:

13SECTION 12. LOCAL GOVERNMENT DISTRIBUTIVE FUND
14    For the purposes of providing property tax relief and
15ensuring the fiscal health of units of local government of the
16State, no less than 10% of the net revenue realized from the
17State income tax imposed on individuals, trusts, estates, and
18corporations shall be directly deposited or transferred each
19month into the Local Government Distributive Fund or such other
20successor fund as the General Assembly shall provide by law for
21the benefit of municipalities and counties of the State.

2declared adopted in accordance with Section 7 of the Illinois
3Constitutional Amendment Act.
