SYNOPSIS AS INTRODUCED:
 
ILCON Art. I, Sec. 22.1 new

    Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that the people have a right, which includes the right to use traditional methods, to hunt, fish, and harvest wildlife, subject only to the laws enacted to promote wildlife conservation and management and preserve the future of hunting and fishing. Provides that hunting and fishing shall be a preferred means of managing and controlling wildlife. Effective upon being declared adopted.

3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 22.1 to Article I
9of the Illinois Constitution as follows:

BILL OF RIGHTS

12    (ILCON Art. I, Sec. 22.1 new)
13SECTION 22.1. RIGHT TO HUNT, FISH, AND HARVEST WILDLIFE
14    (a) The people have a right, which includes the right to
15use traditional methods, to hunt, fish, and harvest wildlife,
16subject only to the laws enacted to:
17        (1) promote wildlife conservation and management; and
18        (2) preserve the future of hunting and fishing.
19    (c) Hunting and fishing shall be a preferred means of
20managing and controlling wildlife.
21    (d) This Section shall not be construed to limit the
22application of any provision of law relating to trespass or
23property rights.

SCHEDULE
2    This Constitutional Amendment takes effect upon being
3declared adopted in accordance with Section 7 of the Illinois
4Constitutional Amendment Act.
