SENATE JOINT RESOLUTION

 
2    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4CONCURRING HEREIN, that the Illinois Automated Dialing and
5Solicitation Task Force is created; and be it further
 
6    RESOLVED, That the Illinois Automated Dialing and
7Solicitation Task Force is charged with reviewing the Telephone
8Solicitations Act (815 ILCS 413/) and developing ideas to
9update the Act; the Task Force shall study, but not be limited
10to, the following items:
11        (1) Penalties for violating the Do Not Call List;
12        (2) Penalties for Call Spoofing; and
13        (3) New technology for preventing automated calls; and
14    be it further
 
15    RESOLVED, That the Illinois Automated Dialing and
16Solicitation Task Force shall consist of the following members,
17who shall be appointed by July 31, 2019:
18        (1) four members of the General Assembly, one appointed
19    by each of the four legislative leaders and coming from
20    their caucus;
21        (2) one member of the governor's office appointed by
22    the Governor, who shall serve as Chair;
23        (3) two members from the Attorney General's office

1    appointed by the Attorney General;
2        (4) one member from the Illinois State Police
3    Department appointed the Director; and
4        (5) five members from the telecommunications industry,
5    one each appointed by the four legislative leaders and one
6    appointed by the Governor; and be it further
 
7    RESOLVED, That members of the Illinois Automated Dialing
8and Solicitation Task Force shall serve without compensation;
9the Governor's office shall provide administrative support;
10and be it further
 
11    RESOLVED, That the Illinois Automated Dialing and
12Solicitation Task Force shall file its report with the General
13Assembly no later than December 31, 2019, and upon the filing
14of its report, is dissolved.
