SYNOPSIS AS INTRODUCED:
 
20 ILCS 1605/21.13

    Amends the Illinois Lottery Law. Provides that the special instant scratch-off game to benefit Alzheimer's awareness be conducted for the benefit of Alzheimer's care, support, education, and awareness (rather than specifically named "The End of Alzheimer's Begins with Me"). Removes language discontinuing the scratch-off on January 1, 2021. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Lottery Law is amended by changing
5Section 21.13 as follows:
 
6    (20 ILCS 1605/21.13)
7    Sec. 21.13. Scratch-off for Alzheimer's care, support,
8education, and awareness The End of Alzheimer's Begins With Me
9scratch-off game.
10    (a) The Department shall offer a special instant
11scratch-off game for the benefit of Alzheimer's care, support,
12education, and awareness with the title of "The End of
13Alzheimer's Begins With Me". The game shall commence on January
141, 2020 or as soon thereafter, at the discretion of the
15Director, as is reasonably practical, and shall be discontinued
16on January 1, 2021. The operation of the game shall be governed
17by this Act and any rules adopted by the Department. If any
18provision of this Section is inconsistent with any other
19provision of this Act, then this Section governs.
20    (b) The net revenue from the Alzheimer's care, support,
21education, and awareness "The End of Alzheimer's Begins With
22Me" scratch-off game shall be deposited into the Alzheimer's
23Awareness Fund.

1    Moneys received for the purposes of this Section,
2including, without limitation, net revenue from the special
3instant scratch-off game and from gifts, grants, and awards
4from any public or private entity, must be deposited into the
5Fund. Any interest earned on moneys in the Fund must be
6deposited into the Fund.
7    For the purposes of this subsection, "net revenue" means
8the total amount for which tickets have been sold less the sum
9of the amount paid out in the prizes and the actual
10administrative expenses of the Department solely related to the
11scratch-off game under this Section.
12    (c) During the time that tickets are sold for the
13Alzheimer's care, support, education, and awareness "The End of
14Alzheimer's Begins With Me" scratch-off game, the Department
15shall not unreasonably diminish the efforts devoted to
16marketing any other instant scratch-off lottery game.
17    (d) The Department may adopt any rules necessary to
18implement and administer the provisions of this Section.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.
