SYNOPSIS AS INTRODUCED:
 
5 ILCS 340/4  from Ch. 15, par. 504

    Amends the Voluntary Payroll Deductions Act of 1983. Provides that an employee may authorize the withholding of a portion of his or her salary or wages for contribution to a maximum number of 10 (currently, 4) specified organizations. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Voluntary Payroll Deductions Act of 1983 is
5amended by changing Section 4 as follows:
 
6    (5 ILCS 340/4)  (from Ch. 15, par. 504)
7    Sec. 4. Employee withholding. An employee may authorize the
8withholding of a portion of his or her salary or wages for
9contribution to a maximum number of 10 4 organizations
10described in paragraphs (b) and (c) of Section 3 of this Act. A
11department, board, body, agency or commission may direct the
12State Comptroller to deduct, and the University of Illinois,
13Southern Illinois University, Chicago State University,
14Eastern Illinois University, Governors State University,
15Illinois State University, Northeastern Illinois University,
16Northern Illinois University, and Western Illinois University
17may deduct, upon written request of a State employee, for each
18regular payroll period, from the salary or wages of the
19employee the amount specified in the written request for
20payment to the organization designated by the employee. The
21moneys so deducted shall be paid over promptly to the
22organizations designated by the employee by means of warrants
23drawn by the State Comptroller, the University of Illinois,

1Southern Illinois University, Chicago State University,
2Eastern Illinois University, Governors State University,
3Illinois State University, Northeastern Illinois University,
4Northern Illinois University, and Western Illinois University,
5against the appropriation for personal services of the
6department, board, body, agency or commission by which such
7employee is employed.
8    Such deductions may be made notwithstanding that the
9compensation paid in cash to such employee is thereby reduced
10below the minimum prescribed by law. Payment to such employee
11of compensation less such deduction shall constitute a full and
12complete discharge and acquittance of all claims and demands
13whatsoever for the services rendered by such employee during
14the period covered by such payment.
15    Such request for deduction may be withdrawn at any time by
16filing a written notification of withdrawal with the
17department, board, body, agency or commission, the University
18of Illinois, Southern Illinois University, Chicago State
19University, Eastern Illinois University, Governors State
20University, Illinois State University, Northeastern Illinois
21University, Northern Illinois University, or Western Illinois
22University, by which such employee is employed.

24    Section 99. Effective date. This Act takes effect upon
25becoming law.
