AMENDMENT TO SENATE BILL 2091

2    AMENDMENT NO. ______. Amend Senate Bill 2091, AS AMENDED,
3with reference to page and line numbers of Senate Amendment No.
42, as follows:
 
5on page 2, by replacing lines 5 through 20 with the following:
6    ""Eligible postsecondary institution" means any public
7institution in this State, including the University of
8Illinois, Southern Illinois University, Chicago State
9University, Eastern Illinois University, Governors State
10University, Illinois State University, Northeastern Illinois
11University, Northern Illinois University, and Western Illinois
12University, any public community college in this State, or any
13other public university, college, or community college now or
14hereafter established or authorized by the General Assembly.
15    "Eligible postsecondary program" means a program that
16includes a curriculum of courses to maintain a classroom role
17in any child care or early childhood education setting, leading

1to a Child Development certificate or associate degree (CDA),
2an associate or bachelor's degree in Early Childhood Education
3(ECE), or a Professional Educator License (PEL)."; and
 
4on page 3, by replacing lines 3 through 8 with the following:
5"to all eligible child care workers seeking to enroll in an
6eligible postsecondary program at an eligible postsecondary
7institution. All of the following terms and conditions"; and
 
8on page 3, by replacing lines 12 through 15 with the following:
9"certificate, (ii) be admitted to and enrolled in an eligible
10postsecondary program at an eligible postsecondary
11institution, and (iii) have an individually adjusted gross
12income equal to or less than $65,000."; and
 
13by replacing line 25 on page 3 through line 6 on page 4 with the
14following:
15"cost of tuition and mandatory fees at an eligible
16postsecondary institution or eligible postsecondary program
17attended, less all other student aid. Student aid shall be
18credited first to"; and
 
19on page 4, by replacing lines 12 through 15 with the following:
20"required books and supplies, lab fees, and activity fees. Each
21eligible postsecondary institution or eligible postsecondary
22program must annually report to the Commission its"; and

1on page 4, by replacing lines 18 and 19 with the following:
2"renewals until (i) he or she has earned a bachelor's degree in
3ECE, (ii) he or she obtains a Professional Educator License, or
4(iii) 8 years have passed from the date of the student's
5initial receipt of a grant under this program."; and
 
6on page 4, by replacing lines 23 through 25 with the following:
7"setting for the same period of time in which he or she
8received funding under the program. If the student fails to
9fulfill this requirement, the student must repay the total
10grant amount awarded"; and
 
11on page 5, immediately below line 7, by inserting the
12following:
13    "The Commission must adopt rules, in consultation with the
14Early Childhood Workforce Free College Advisory Committee
15created under subsection (e), on the distribution of grants
16under this subsection.".
