AMENDMENT TO SENATE BILL 2012

2    AMENDMENT NO. ______. Amend Senate Bill 2012 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Healthcare and Family
5Services Law of the Civil Administrative Code of Illinois is
6amended by adding Section 2205-35 as follows:
 
7    (20 ILCS 2205/2205-35 new)
8    Sec. 2205-35. Procurement reports. The Department shall
9require all managed care organizations as defined in Section
1030.1 of the Illinois Public Aid Code that are under contract
11with the Department to submit an annual report by April 15,
122020, and by every April 15 thereafter, in a searchable Adobe
13PDF format, on all procurement goals and actual spending for
14female-owned, minority-owned, and veteran-owned enterprises in
15the previous calendar year. These goals shall be expressed as a
16percentage of the total work performed by the entity submitting

1the report, and the actual spending for all female-owned,
2minority-owned, and veteran-owned enterprises shall also be
3expressed as a percentage of the total work performed by the
4entity submitting the report.
5    The Department and all participating entities shall hold an
6annual workshop open to the public in 2020 and every year
7thereafter on the state of supplier diversity to
8collaboratively seek solutions to structural impediments to
9achieving stated goals, including testimony from each
10participating entity as well as subject matter experts and
11advocates. The Department shall publish a database on its
12website of the point of contact for each participating entity
13for supplier diversity, along with a list of certifications
14each entity recognizes from the information submitted in each
15annual report. The Department shall publish each annual report
16on its website and shall maintain each annual report for at
17least 5 years.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
