SYNOPSIS AS INTRODUCED:
 
110 ILCS 805/2-26 new

    Amends the Public Community College Act. Requires the Illinois Community College Board to establish and administer a manufacturing training grant program. Provides that to qualify for a grant, a community college district and a public high school located in that district must jointly establish a collaborative regional partnership with workforce development organizations, regional economic development organizations, and economic development officials in the district, along with manufacturers, healthcare service providers, and innovative technology businesses that have a presence in the district, to provide a manufacturing training program. Requires a grant recipient to provide the Board with a plan that meets certain requirements. Requires the Board to establish an advisory board for the program; sets forth the membership and duties of the advisory board.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Community College Act is amended by
5adding Section 2-26 as follows:
 
6    (110 ILCS 805/2-26 new)
7    Sec. 2-26. Manufacturing training grant program.
8    (a) The State Board shall establish and administer a
9manufacturing training grant program. To qualify for a grant, a
10community college district and a public high school located in
11that district must jointly establish a collaborative regional
12partnership with workforce development organizations, regional
13economic development organizations, and economic development
14officials in the district, along with manufacturers,
15healthcare service providers, and innovative technology
16businesses that have a presence in the district, to provide a
17manufacturing training program. A grant recipient must provide
18the State Board with a plan that meets all of the following
19requirements:
20        (1) The plan shall define specific goals that a student
21    must meet upon graduation.
22        (2) The plan shall include the type of soft skills that
23    will be taught in order for the students to gain and retain

1    employment. The soft skills curriculum in the program shall
2    include, but not be limited to, training on all of the
3    following:
4            (A) Effective communication skills.
5            (B) Teamwork.
6            (C) Dependability.
7            (D) Adaptability.
8            (E) Conflict resolution.
9            (F) Flexibility.
10            (G) Leadership.
11            (H) Problem-solving.
12            (I) Research.
13            (J) Creativity.
14            (K) Work ethic.
15            (L) Integrity.
16    (3) The plan shall include a budget that includes any
17outside donations, including any in-kind donations, made to
18help the program, including from non-profit entities and
19individuals.
20    (4) The plan shall include the proposed number of
21individuals who would be enrolled in the program, along with
22the places that those individuals could be employed at after
23graduation and what industries would be targeted.
24    (5) The plan shall require a private-public partnership
25clause that requires private businesses to contribute 40% of
26the amount of the total project. The applicant must provide the

1State Board with a receipt of contributions from businesses to
2evidence compliance with this paragraph. However, businesses
3may contribute equipment or offer their facilities, in which
4case a business shall establish a cost of use of its facility,
5to meet the requirements of this paragraph.
6    (6) The plan shall indicate the certificates that the
7community college or high school will offer to students upon
8graduation, as agreed to by the collaborative regional
9partnership. The community college or high school shall offer
10no less than 6 types of certificates.
11    (b) The State Board shall establish an advisory board for
12the grant program established under subsection (a) that
13consists of all of the following members:
14        (1) The Director of Commerce and Economic Opportunity.
15        (2) The Chairperson of the State Board.
16        (3) The State Superintendent of Education.
17        (4) The Director of Labor.
18        (5) A senator appointed by the President of the Senate.
19        (6) A senator appointed by the Minority Leader of the
20    Senate.
21        (7) A representative appointed by the Speaker of the
22    House of Representatives.
23        (8) A representative appointed by the Minority Leader
24    of the House of Representatives.
25        (9) A member from a statewide organization that
26    represents manufacturing companies throughout this State,

1    appointed by the Governor.
2        (10) A member who represents at-risk students,
3    appointed by the Governor.
4        (11) A member from a statewide organization that
5    represents multiple employee unions in this State,
6    appointed by the Governor.
7        (12) A member from a trade union, appointed by the
8    Governor.
9        (13) A member from a statewide organization that
10    represents the business community, appointed by the
11    Governor.
12        (14) A member from a statewide organization that
13    represents service employees in this State, appointed by
14    the Governor.
15        (15) An educator from a professional teachers'
16    organization, appointed by the Governor.
17        (16) A member from a statewide organization that
18    represents hospitals in this State, appointed by the
19    Governor.
20    The members of the advisory board shall serve without
21compensation but shall be reimbursed for their reasonable and
22necessary expenses from funds appropriated to the State Board
23for that purpose, including travel, subject to the rules of the
24appropriate travel control board.
25    The advisory board shall meet at the call of the State
26Board and shall report to the State Board. The State Board

1shall provide administrative and other support to the advisory
2board.
3    (c) The advisory board established under subsection (b)
4shall have all of the following duties:
5        (1) To review the progress made by each grant
6    recipient, including, but not limited to, the
7    gainful-employment success rate, how many students remain
8    employed for how long, and how many students went on to
9    receive higher manufacturing certificates.
10        (2) To review how many students went on to complete a
11    paid internship or apprenticeship upon graduation.
12        (3) To compile a list of programs offered by each
13    community college or high school.
14        (4) To analyze whether the certificates are closing the
15    gap in education for the current needs of the labor force,
16    and to offer suggestions on how to close the gap if one
17    still exists.
18        (5) To suggest certificates that could help future
19    employers looking to locate in this State.
20        (6) To offer guidelines for the types of certificates
21    that a community college or high school should pursue.
22        (7) To offer possible rules to the State Board that the
23    grant process should follow.
24    (d) The State Board may adopt any rules necessary for the
25purposes of this Section.
