1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Complete Count Commission Act is
5amended by changing Sections 5, 15, 20, and 25 as follows:

8    Sec. 5. Commission; members; meetings.
9    (a) The Illinois Complete Count Commission is created,
10which shall consist of the following members:
11        (1) the President of the Senate or his or her designee;
12        (2) the Speaker of the House of Representatives or his
13    or her designee;
14        (3) the Minority Leader of the Senate or his or her
15    designee;
16        (4) the Minority Leader of the House of Representatives
17    or his or her designee;
18        (5) the Mayor of Chicago or his or her designee;
19        (6) the Governor or his or her designee;
20        (6.5) the Lieutenant Governor or his or her designee;
21        (7) the Secretary of State or his or her designee;
22        (8) the President of the Cook County Board or his or
23    her designee;

1        (9) three individuals representing units of local
2    government outside of the City of Chicago, reflecting the
3    geographic diversity of the State, appointed by the
4    Secretary of State;
5        (10) four individuals representing units of local
6    government outside of the City of Chicago, reflecting the
7    geographic diversity of the State, appointed by the
8    Governor;
9        (11) one representative each from four different
10    organizations representing the interests of minorities in
11    the State appointed by the Secretary of State; and
12        (12) one representative each from three different
13    organizations representing the interests of business in
14    the State, including one organization representing
15    minority business interests appointed by the Governor.
16    (b) Members shall serve at the pleasure of their respective
17appointing official and vacancies shall be filled in the same
18manner as the initial appointment. Members serving on the
19Commission on the effective date of this amendatory Act of the
20101st General Assembly may be reappointed as members for
21consecutive decennial census terms. Any vacancies occurring on
22or after the effective date of this amendatory Act of the 101st
23General Assembly may be filled by the Lieutenant Governor.
24    (c) The Lieutenant Governor Secretary of State shall serve
25as chairperson of the Commission. The Commission shall meet at
26the call of the chair or upon request of any 10 members of the

5    Sec. 15. Duties.
6    (a) The Commission shall develop, recommend, and assist in
7the administration of a census outreach strategy to encourage
8full participation in the 2020 federal decennial census of
9population required by Section 141 of Title 13 of the United
10States Code.
11    (b) The census outreach strategy shall include, but not be
12limited to, State agency initiatives to encourage
13participation in the 2020 Census, the establishment and support
14of school-based outreach programs, partnerships with
15non-profit community-based organizations, and a multi-lingual,
16multi-media campaign designed to ensure an accurate and
17complete count of Illinois' population.
18    (b-5) The census outreach strategy shall have a strategic
19focus on addressing hard to count and underserved communities
20that the census historically overlooks, including, but not
21limited to, communities of color, urban and rural low-income
22households, immigrants, populations with language barriers,
23homeless persons, senior citizens, veterans, and young
24children.
25    (c) To assist in carrying out its duties, the Commission

1may create and appoint subcommittees as it deems appropriate
2and shall solicit participation from relevant experts and
3practitioners involved in census issues.

7    Sec. 20. Coordination; support.
8    (a) The Illinois Complete Count Commission outreach
9strategy shall be coordinated through the Office of the
10Lieutenant Governor Secretary of State which shall provide
11administrative support to the Commission and coordinate with
12all State agencies and constitutional officers, as well as
13units of local government, to identify effective methods of
14outreach to Illinoisans and to provide resources to ensure the
15outreach program is successful and that all Illinoisans are
16counted.
17    (a-5) The Commission shall work with local cities,
18municipalities, villages, and townships to encourage them to
19form their own Complete Count Committees. These Committees
20shall be established by either resolution or proclamation to
21work in conjunction with the Commission established under this
22Act. It is the Commission's goal for every District in the
23General Assembly to form, fund, and appoint members to each
24local Committee. Local Committees shall work with the
25Commission to design and implement census outreach strategy

1efforts in their perspective areas.
2    (a-10) The Commission shall establish relationships with
3independent organizations, such as nonprofit organizations,
4community organizations, local and statewide businesses,
5elementary and secondary schools, institutions of higher
6education, and congregations, in each District of the General
7Assembly to encourage and assist them to create Complete Count
8Committees. The Commission may accept financial support from
9nonprofit organizations and charitable foundations, including
10corporate charitable foundations.
11    (b) All State agencies shall inform the Office of the
12Lieutenant Governor Secretary of State of their designated
13census coordinator and cooperate with the Commission and
14provide support to the Commission. For the purposes of this
15Section, "State agencies" means any executive agency or
16department directly responsible to the Governor. Other
17entities of State government, including other constitutional
18officers, the offices of the legislative and judicial branches,
19and units of local government shall cooperate and provide all
20reasonable assistance to the Commission.

24    Sec. 25. Reports. The Commission shall submit an interim
25report to the General Assembly by November 30, 2018, containing

1its recommended outreach strategy to encourage full
2participation and to avoid an undercount in the 2020 Census;
3thereafter, the Commission, through reports and presentations,
4shall advise the Governor and General Assembly not less than
5quarterly on its work. Six months prior to the decennial
6census, the Commission shall advise the Governor and the
7General Assembly on a monthly basis. The the Commission shall
8submit a its final report to the General Assembly no later than
9January 1, 2020 June 30, 2019, specifying its recommended
10outreach strategy for implementation for the 2020 Census. The
11Commission shall submit a final report to the General Assembly
12no later than December 31, 2020 detailing the work of the
13Commission concerning outreach, promotion, and community
14support during the 2020 calendar year.
15    Post-decennial census activities shall include, but not be
16limited to, a report prepared by the Commission to be received
17and filed by the General Assembly detailing the Commission's
18efforts for the 2020 Census, including the background on the
19State's population at the time, targeted populations,
20description of Commission members and subcommittees, the
21State's overall efforts, partnerships, materials distributed,
22and decennial-specific Census results for Illinois. Such
23record-keeping will enrich the State's historical archive and
24assist future Commission efforts.
