AMENDMENT TO SENATE BILL 534

2    AMENDMENT NO. ______. Amend Senate Bill 534 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Labor Law of the Civil
5Administrative Code of Illinois is amended by adding Section
61505-215 as follows:
 
7    (20 ILCS 1505/1505-215 new)
8    Sec. 1505-215. Commission on Diversity in Active
9Apprenticeship Programs Approved by the United States
10Department of Labor.
11    (a) There is created within the Department the Commission
12on Diversity in Active Apprenticeship Programs Approved by the
13United States Department of Labor to increase minority
14participation in active apprentice programs in Illinois that
15are approved by the United States Department of Labor. The
16Commission shall identify barriers to minorities gaining

1access to construction careers and make recommendations to the
2Governor and the General Assembly for policies to remove those
3barriers.
4    (b) The Commission shall consist of 21 members, appointed
5by the Governor as follows:
6        the Director of Labor or his or her designee who shall
7    serve as chairperson of the Commission;
8        the Director of Commerce and Economic Opportunity or
9    his or her designee;
10        the Chairman of the Board of Directors of the Illinois
11    State Toll Highway Authority or his or her designee;
12        the Executive Director of the Capital Development
13    Board or his or her designee;
14        the Secretary of Transportation or his or her designee;
15        six members of the Senate recommended by the Senate
16    President, which must include at least one
17    African-American Senator and one Hispanic Senator;
18        six members of the House of Representatives
19    recommended by the Speaker of the House, which must include
20    at least one African-American Representative and one
21    Hispanic Representative; and
22        four persons from a statewide labor organization
23    representing more than one international union.
24    (c) The Commission shall meet no less than 4 times each
25year, and shall at least annually make recommendations to the
26Department, the Governor, and the General Assembly. These

1recommendations shall include short-term and long-term
2solutions, and shall include suggestions for minority
3inclusion in public works projects.
4    (d) The Department shall provide administrative support
5and staffing for the Commission. The Department may hire staff
6to perform outreach in promoting diversity in active
7apprenticeship programs approved by the United States
8Department of Labor.
9    (e) At the request of the Commission, racial and gender
10workforce diversity information shall be provided to the
11Commission by contractors receiving State or other public funds
12and by labor unions with members working on projects receiving
13State or other public funds.
 
14    Section 99. Effective date. This Act takes effect upon
15becoming law.".
