AMENDMENT TO SENATE BILL 532

2    AMENDMENT NO. ______. Amend Senate Bill 532 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-922 as follows:
 
7    (20 ILCS 605/605-922 new)
8    Sec. 605-922. Division of Local Government Services.
9    (a) The Department shall create a Division of Local
10Government Services, which shall provide:
11        (1) technical assistance to units of local government,
12    including, but not limited to, those activities described
13    in the Local Planning Technical Assistance Act;
14        (2) funding and technical assistance to help units of
15    local government study, plan for, and implement efficiency
16    measures through collaborative intergovernmental

1    approaches, including, but not limited to, service sharing
2    partnerships and consolidation;
3        (3) information services for units of local
4    government; and
5        (4) resources to assist units of local government with
6    the training of their elected officials, staff, contracted
7    services, and residents.
8    The Division may offer assistance to high-need units of
9local government with technical planning, transportation,
10water management, and other services as determined by the
11Division. The Division shall determine the level of service
12necessary to provide assistance and shall directly assist units
13of local government or refer the request to a regional partner.
14    The Division shall be responsible for carrying out the
15Department's duties under the Local Planning Technical
16Assistance Act.
17    The Division and the Department of Innovation and
18Technology shall develop a data portal to provide technical
19assistance and information relevant to units of local
20government. This data portal may include, in the Division's
21discretion, property tax information, adopted budgets,
22intergovernmental agreements, and other resources helpful to a
23unit of local government.
24    (b) The Division shall seek advice from an Advisory and
25Coordination Committee consisting of members from State
26agencies that provide programs or services for units of local

1government. The Advisory Coordination Committee shall also
2include members from outside of State government to add
3additional expertise and perspective. The Committee shall
4include, but is not limited to, the following members:
5        (1) the State Comptroller or his or her designee;
6        (2) the Secretary of Innovation and Technology or his
7    or her designee;
8        (3) the Director of Natural Resources or his or her
9    designee;
10        (4) the Director of Revenue or his or her designee;
11        (5) the Secretary of Transportation or his or her
12    designee;
13        (6) the Director of the Illinois Environmental
14    Protection Agency or his or her designee;
15        (7) the Executive Director of the Illinois Housing
16    Development Authority or his or her designee;
17        (8) the Chairman of the State Board of Education or his
18    or her designee;
19        (9) the Director of Commerce and Economic Opportunity
20    or his or her designee;
21        (10) 6 members representing urban, suburban, and rural
22    municipalities throughout Illinois, appointed by the
23    Director of Commerce and Economic Opportunity;
24        (11) 2 members representing academic institutions with
25    an expressed focus on government finance, public
26    administration, or a related field, appointed by the

1    Director of Commerce and Economic Opportunity;
2        (12) 3 members representing other non-municipal units
3    of local government throughout Illinois, appointed by the
4    Director of Commerce and Economic Opportunity;
5        (13) 2 members representing regional planning agencies
6    or metropolitan planning organizations throughout
7    Illinois, appointed by the Director of Commerce and
8    Economic Opportunity; and
9        (14) a representative of the Office of the Governor,
10    appointed by the Governor.
11    (c) No later than 90 days after the effective date of this
12amendatory Act of the 101st General Assembly, the Department
13shall propose a draft plan to create the Division and implement
14this Section. The draft plan shall include, but is not limited
15to, the scope of work for the Advisory Coordination Committee,
16a set of activities for the Division, and milestones for the
17Division to achieve within one year, 2 years, and 5 years of
18its creation. The Department shall finalize the plan no later
19than 180 days after the effective date of this amendatory Act
20of the 101st General Assembly.
21    (d) The Department may adopt any rules necessary for the
22implementation of this Section and the operation of the
23Division and to ensure compliance with this Section.".
