1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5changing Section 9 as follows:
 
6    (110 ILCS 305/9)  (from Ch. 144, par. 30)
7    Sec. 9. Scholarships for children of veterans. For each of
8the following periods of hostilities, each county shall be
9entitled, annually, to one honorary scholarship in the
10University, for the benefit of the children of persons who
11served in the armed forces of the United States, except that
12the total number of scholarships annually granted to recipients
13from each county may not exceed 3: any time between September
1416, 1940 and the termination of World War II, any time during
15the national emergency between June 25, 1950 and January 31,
161955, any time during the Viet Nam conflict between January 1,
171961 and May 7, 1975, any time during the siege of Beirut and
18the Grenada Conflict between June 14, 1982 and December 15,
191983, or any time on or after August 2, 1990 and until Congress
20or the President orders that persons in service are no longer
21eligible for the Southwest Asia Service Medal, Operation
22Enduring Freedom, and Operation Iraqi Freedom. Preference for
23scholarships shall be given to the children of persons who are

1deceased or to the children of persons who have a disability,
2including the children of veterans who were police officers or
3fire officers and were killed in the line of duty while
4employed by, or in the voluntary service of, this State or any
5local public entity in this State. Such scholarships shall be
6granted to such pupils as shall, upon public examination,
7conducted as the board of trustees of the University may
8determine, be decided to have attained the greatest proficiency
9in the branches of learning usually taught in the secondary
10schools, and who shall be of good moral character, and not less
11than 15 years of age. Such pupils, so selected, shall be
12entitled to receive, without charge for tuition, instruction in
13any or all departments of the University for a term of at least
144 consecutive years. Such pupils shall conform, in all
15respects, to the rules and regulations of the University,
16established for the government of the pupils in attendance.

19    Section 99. Effective date. This Act takes effect upon
20becoming law.
