AMENDMENT TO SENATE BILL 130

2    AMENDMENT NO. ______. Amend Senate Bill 130 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Utilities Act is amended by adding
5Sections 4-701, 4-702, and 4-703 as follows:
 
6    (220 ILCS 5/4-701 new)
7    Sec. 4-701. Competitive energy markets costs. The Illinois
8Commerce Commission shall conduct at least one workshop and
9issue a report examining the ability of competitive energy
10markets to reduce total costs for Illinois consumers and
11encourage merchant investment through combinations of supply
12and demand-side management options. The report under this
13Section shall be submitted to the Governor and the General
14Assembly, as well as posted on the Internet website of the
15Commission, on or before March 1, 2020. This Section is
16repealed on January 1, 2021.

1    (220 ILCS 5/4-702 new)
2    Sec. 4-702. Generation availability and cost during peak
3electricity demand periods. The Illinois Commerce Commission
4shall conduct at least one workshop and issue a report on the
5performance of all power generation in the State during the
6summer peak demand periods of 2018 and the winter peak demand
7period of 2018-2019, and identify which resources ensure the
8lowest cost and most reliable generation for Illinois
9consumers. The report under this Section shall be submitted to
10the Governor and the General Assembly, as well as posted on the
11Internet website of the Commission, on or before March 1, 2020.
12This Section is repealed on January 1, 2021.
 
13    (220 ILCS 5/4-703 new)
14    Sec. 4-703. Electricity imports and exports from Illinois.
15The Illinois Commerce Commission shall conduct at least one
16workshop and issue a report that identifies the volumes,
17generation sources by fuel type, and market values of hourly
18electricity imports to and exports from Illinois for the years
192016, 2017, and 2018. The report under this Section shall be
20submitted to the Governor and the General Assembly, as well as
21posted on the Internet website of the Commission, on or before
22March 1, 2020. This Section is repealed on January 1, 2021.
 
23    Section 99. Effective date. This Act takes effect upon
