HOUSE RESOLUTION

 
2    WHEREAS, The Governor of Illinois declared all counties in
3the State of Illinois as a disaster area on March 9, 2020
4(Gubernatorial Disaster Proclamation) in response to the
5outbreak of Coronavirus Disease 2019 (COVID-19); and
 
6    WHEREAS, The Governor has further responded to the epidemic
7with the issuance of a number of executive orders and has
8extended and modified these orders to at least May 31 of 2020;
9and
 
10    WHEREAS, Some municipalities, counties, and local
11governments within the State have sought to endorse and even
12enforce these measures and have adopted a number of their own
13restrictions; and
 
14    WHEREAS, These orders explicitly restricted the public's
15freedom of movement, limiting travel and regulating even the
16social interaction of its people, limited the gatherings of its
17citizens, and prohibited the assembly of its people for the
18purposes of faith and fellowship; and
 
19    WHEREAS, These measures went so far as to measure the
20essentialness of certain private enterprise throughout the
21State and, in effect, eliminated the operations of certain

1businesses, created massive unemployment, and created
2shortages of necessary food, medical services, and materials;
3and
 
4    WHEREAS, The Governor's orders and the proclivity of some
5local governments to further these measures are a clear
6violation of the rights of individuals and the rights of free
7enterprise as preserved under both the United States
8Constitution and the Illinois Constitution; and
 
9    WHEREAS, These actions are an infringement on the
10constitutional rights of its citizens as Illinoisans and as
11Americans; and
 
12    WHEREAS, These actions by the Governor and some local
13officials of this State have decimated the State's economy and
14have either disrupted or destroyed the livelihoods of millions
15of its inhabitants, bankrupted thousands of businesses across
16the State, and may have irrevocably damaged the rights of its
17people and the State's economic future for decades to come;
18therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21the General Assembly should take whatever steps necessary to
22deny any federal or State financial assistance to all

1municipalities, counties, or other local governments in the
2State that have deprived its citizens of their constitutional
3rights through the enforcement of the unconstitutional orders
4and actions of the Governor during this crisis; and be it
5further
 
6    RESOLVED, That suitable copies of this resolution should be
7delivered to the Governor of the State of Illinois, the
8Illinois Supreme Court, the Illinois Senate, the Attorney
9General of the State of Illinois, and the each member of the
10Illinois Congressional Delegation.
