HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to hear of the loss of
418-month-old, Colton Michael Miller, who passed away on
5September 21, 2019 from injuries sustained from an act of
6domestic violence; and
 
7    WHEREAS, Colton, the loving son of Cassandra
8Tanner-Miller, the precious grandson of John and Elizabeth
9Tanner, and the dearest brother of Camryn, is fondly remembered
10for his love of monster trucks, football, dinosaurs, dragons,
11and cars; and
 
12    WHEREAS, Organizations such as the National Domestic
13Violence Hotline and the National Coalition Against Domestic
14Violence have worked to educate and counsel families affected
15by domestic violence; yet, domestic violence continues to
16invade households throughout the United States; and
 
17    WHEREAS, The Centers for Disease Control and Prevention
18reports that one in three women and one in four men will
19experience some form of intimate partner violence; and
 
20    WHEREAS, Over three million children a year witness
21domestic violence in their homes; and

1    WHEREAS, 15.5 million U.S. children are estimated to live
2in families in which partner violence occurred at least once in
3the past year; an estimated seven million children live in
4families in which severe partner violence occurred; and
 
5    WHEREAS, An estimated one-half of abusive relationships in
6the United States result in injuries to a woman; and
 
7    WHEREAS, In Colton's memory, his mother, Cassandra
8Tanner-Miller, has repeatedly called for preventative
9legislative action pertaining to domestic violence; and
 
10    WHEREAS, Preventing domestic violence should be an agreed
11upon, bipartisan, priority within Illinois; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we mourn the passing of 18-month-old Colton Michael Miller and
15honor his life with an urgent call to present and pass
16legislation regarding domestic violence and the enhancement of
17the functionality of domestic orders of protection in Illinois;
18and be it further
 
19    RESOLVED, That suitable copies of this resolution be
20presented to Colton's family as an expression of our deepest
