HOUSE RESOLUTION

 
2    WHEREAS, Lisa Guinan is a proud daughter of Illinois who
3was born in Macoupin County, and her family goes back several
4generations in the State; and
 
5    WHEREAS, Lisa Guinan joined the service of the Illinois
6General Assembly 30 years ago, in 1988, as a staff secretary;
7she also served on the computer staff, where her first duty was
8installing hard drives in Wang Computers; and
 
9    WHEREAS, Lisa Guinan was quickly promoted to "Lead
10Operator" and was gifted many pencils to sharpen by senior
11staff member Dr. Ed Keen; and
 
12    WHEREAS, Lisa Guinan was then promoted to Administrative
13Assistant to the Director of Research, where she capably and
14efficiently served three directors for nearly 20 years; and
 
15    WHEREAS, Over time, Lisa Guinan's institutional knowledge,
16quick recall, willingness to serve, and calm demeanor became
17more valuable, and she was promoted to Floor Manager and
18Legislative Assistant to the Leader; and
 
19    WHEREAS, Lisa Guinan has become an indispensable part of
20the work of the Illinois House of Representatives; she has

1served for many years on the floor every minute the House is in
2session and has been constantly on hand to answer member
3questions and provide them with guidance on bills moving
4through Second Reading and Third Reading; and
 
5    WHEREAS, Lisa Guinan's time as Floor Manager has seen many
6exciting events in the history of the Illinois House and
7General Assembly; during her time on the House floor, the House
8has dealt with the impeachment of a governor, the repeal of the
9death penalty, controversial tax issues, and rewrites of the
10State's education laws; and
 
11    WHEREAS, As men and women who have worked with Lisa Guinan
12for many years, we have seen her with only two emotions,
13cheerfulness and calmness; and
 
14    WHEREAS, Led by her caring spirit, Lisa Guinan has been
15willing to help anyone on both sides of the aisle,
16demonstrating her bipartisan nature; and
 
17    WHEREAS, Lisa Guinan has essentially served as the staff
18"mom" for more than 100 staffers during her tenure, showing
19them the ropes and patiently answering question after question;
20and
 
21    WHEREAS, Lisa Guinan is always coordinating special

1occasions and memorials for staff, friends, and family; she
2will always be remembered for her annual Christmas party for
3staff and friends, featuring cookie decorating and Christmas
4carols, where she played the piano; and
 
5    WHEREAS, Lisa Guinan always lives life to the fullest,
6following her passions, which have taken her across the globe
7to Jamaica, France, Germany, Ireland, the Dominican Republic,
8Mexico, and England, where she went to see the Rolling Stones
9at Wembley Stadium in London; and
 
10    WHEREAS, A true fan of the Rolling Stones, Lisa Guinan's
11ties to the band have deepened recently, as she and Mick Jagger
12have both undergone heart valve surgery and recovered like true
13champions; and
 
14    WHEREAS, Although she loves to travel, Lisa Guinan remains
15true to Illinois as an avid genealogist of her family's
16Illinois roots; for many years, she and her husband, Tim
17Guinan, whom she met at the Illinois State Fair, lived at
18Lincoln's New Salem, where she tended and harvested the New
19Salem gardens in traditional 1830s attire; and
 
20    WHEREAS, Lisa Guinan is a shining example of what it means
21to appreciate the simple pleasures in life, particularly
22through her interest in hummingbirds and nature; and

1    WHEREAS, Lisa Guinan's interests are now enjoyed at her
2beautifully-located Otter Lake, Illinois home with her
3husband, Tim Guinan of Beaver Dam State Park, and her
4stepdaughters, Payton Guinan and Jordan Guinan; therefore, be
5it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we congratulate Lisa Guinan on her long service to the Illinois
9General Assembly, and we wish her many happy years in her
10retirement; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Lisa Guinan as an expression of our esteem and
13respect.
